The president, who serves as chief of state in a largely ceremonial role, is elected for a 7-year term and can be re-elected only once. In carrying out certain constitutional powers and functions, the President is aided by the Council of State, an advisory body.
    The bicameral Oireachtas consists of the Seanad Eireann (senate) and the Dail Eireann (house of representatives). The Seanad is composed of 60 members11 nominated by the prime minister, six elected by the national universities, and 43 elected from panels of candidates established on a vocational basis. lected to a maximum 5-year term under a complex system of proportional representation.     BRITAIN SUSPENDS NORTHERN IRELAND GOVERNMENT Citing a breakdown in trust between the major political parties, the British secretary for Northern Ireland suspended the region's power-sharing government, saying he hoped the move would be a temporary setback.

    UK Announces Suspension
    The suspension follows weeks of increasing tension and came one day ahead of a threatened walkout by First Minister David Trimble and his Ulster Unionist Party, the largest pro-British political party. "[I]t has become clear that decisive action is needed in order to safeguard the progress made and tackle the remaining challenges," John Reid, Britain's Northern Ireland Secretary, said in a statement Monday. "I hope the decision I have taken today marks a breathing space a chance to gather strength before that process moves forward once again." The latest crisis erupted after reports emerged of spying by the militant Irish Republican Army on members of the British government. A messenger in the Northern Ireland Office reportedly copied sensitive documents from British and Pro-British officials and gave them to a senior Sinn Fein member and the Provisional IRA. When news of scandal broke, Trimble threatened to pull his party out of the power-sharing government unless the governments threw Sinn Fein out of the assembly. Reid indirectly addressed the issue of collusion between the paramilitaries and the political parties in his statement announcing the suspension.

    Prime Minister Tony Blair's Speech in Northern Ireland Belfast, 17 October 2002 On 16 May 1997 I came to Belfast on my first official visit outside London as Prime Minister and made a speech here. I said then that it was no accident that I had chosen Northern Ireland for my first visit. I had come because I wanted to explain why I was committed to Northern Ireland and to the people here. I am told I have visited Northern Ireland more than any Prime Minister before me in five years of office. I have given this part of the UK as much energy and commitment as any other, because I value it as part of the UK which it will remain so long as a majority of people here wish to be part of it. Did anyone seriously believe it would be easy? Did we seriously entertain the notion that the Agreement would be signed on the 10th April 1998 and on the 11th it would all be different? It was a brave undertaking and a vast one. Even now I think that only in the first flush of a new Government could we have contemplated it.
