Source: `Al-Sharq al-Awsat' web site, London, in Arabic 11 Oct 99 Text of report by London-based newspaper `Al-Sharq al-Awsat' web site on 11th October Iraqi official sources have told `Al-Sharq al-Awsat'that government scientific and security organs in Baghdad have succeeded in foiling a big US espionage attempt via computers shipped by contracting companies to Iraq. The sources said: The first shipment of 450 computers, which arrived in Iraq through these companies, were to have been installed in various government ministries. It appears, however, that a report, which was published in the local press some months ago, raised suspicions about a certain government department as the main beneficiary from the deal. The Defence Ministry's computer department had also planned to purchase 180 of these most sophisticated personal computers through local importers. The official sources added: Baghdad has now succeeded in setting up a scientific team with special equipment for checking computers that are ordered by government establishments. A special department in the Iraqi Interior Ministry also carries out regular checks on all systems and units. Moreover, a special team consisting of experts from this department, as well as the National Computer Centre and the Defence Ministry's computer department, has completed its work on the adoption of a special system for discovering any attempt to hack into computers in government departments, some of which have already begun linking their equipment to their head offices through a local area network.

    ASSOCIATED PRESS 2:52 p.m., February 12, 2003 The FBI's National Infrastructure Protection Center warned Wednesday that growing tensions between the United States and Iraq could lead to an increase in global computer hacking activities on both sides. "Regardless of the motivation, the NIPC reiterates such activity is illegal and punishable as a felony," the agency warns on its Web site. "The U.S. government does not condone so-called 'patriot hacking' on its behalf. "Further, even 'patriotic hackers' can be fooled into launching attacks against their own interests by exploiting malicious code that purports to attack the other side when in fact it is designed to attack the interests of the side sending it," the agency said. "In this and other ways, 'patriotic hackers' risk becoming tools of their enemy." The warning comes less than a week after administration officials confirmed that President Bush had signed a secret order allowing the government to develop guidelines under which the United States could launch cyber attacks against foreign computer systems.

    In recent months, the U.S. government has accelerated plans for military actions against Iraq. The President and members of his administration are engaged in efforts to persuade the American public to support these actions, even in the face of widespread international opposition to them. While a few American citizens and groups are speaking out against such actions, the U.S. government is proceeding on the assumption that the majority of the U.S. public supports increased military action against Iraq. We in the Religious Society of Friends continue to uphold our long-standing religious belief that there is that of God in every person. Believing thus, we must oppose approaches based on violence, with its attendant human suffering and perpetuation of cycles of violence. War against Iraq will not bring an end to the threats posed by weapons of mass destruction. In light of our own huge nuclear weapons stockpiles, it is insincere for the U.S. government to suggest that only others would use or threaten to use this class of weapons. Nor will war against Iraq bring an end to international terrorist networks. Military actions carried out by the U.S. against Iraq run the risk of stimulating further terrorist actions against the United States.

    "Our interest is to get there very quickly, decapitate the regime, and open the place up, demonstrating that we're there to liberate, not to occupy," a military planner has told the Washington Post. According to the Post report, a key focus of any U.S. attack will be Saddam Hussein's hometown of Tikrit, which is about 100 miles north of Baghdad. "Tikrit is the political center of gravity," said Rick Raftery, a former Marine intelligence officer. "It must be immediately eliminated." Experts on Iraq say that Tikrit also functions as the nexus between Hussein, the security police and his weapons of mass destruction. Gen. Tommy Frank’s evolving war plan is a sharp and surgical attack on Hussein and the people and institutions that keep him in power, says the Post article.
