    Mark Wellesley-Wood, Durban Roodepoort Deep's (DRD's) chief executive and chairman, has been dealt a potentially crippling blow following an extraordinary letter of resignation served last night by company secretary Maryna Eloff. Eloff's letter, in the possession of Mineweb, levelled accusations at Wellesley-Wood including insider trading and unspecified "illegal activities". DRD confirmed it had received a letter of resignation from Eloff and that the letter contained a number of serious allegations which were "untrue". "Of considerable concern to the company is an acknowledgement by Brett Kebble (chief executive of JCI Ltd) in a radio interview this evening that there has been recent contact between Ms Eloff and investigators working on behalf of him and his father, Roger Kebble," DRD said in an official statement. The company said it would start an investigation into Eloff's activities: "In the meantime, the company has nothing further to say".

If you know material, confidential information about Duke Energy or any company with whom Duke Energy has a business relationship and you trade company securities, such as stocks or bonds, while in possession of that information or tell others about it before it is made public, you may have committed insider trading.
    Material information is the type of news that would affect a reasonable investor's decision on whether or not to invest in the company's stock. Examples include plans to issue securities, sharp changes in earnings patterns, changes in dividend rates, changes in key management personnel, mergers, acquisitions, and important regulatory actions affecting the company. This policy forbids you from trading not only in the stock of Duke Energy but also in those of its suppliers, customers or other companies with whom Duke Energy has a business relationship while in possession of material inside information learned in the course of your employment at Duke Energy.
    Duke Energy encourages all employees to invest in Duke Energy stock.     Stricter rules on insider trading, duty of disclosure and the management of insider information. The changes to the Securities Trading Act that came into force on 1 July 2001 imposed stricter requirements on investors and on companies that issue listed securities. In addition to this the changes to sections 5-1 and 10-1 of the Stock Exchange Regulations that came into force on 1 January 2002 also place stricter requirements on listed companies. However the changes have been accompanied by some relaxation of the requirement for listed companies to provide Oslo Børs with copies of confidentiality and restraint from trading statements issued by insiders. In addition the ban on trading in specific periods prior to the publication of annual and interim reports has been abolished. The purpose of these changes is to make the prohibition on insider trading and the rules aimed at preventing such trading clearer, more effective and stricter. The background for the changes can be found in the view expressed in various quarters that the provisions of the Securities Trading Act on the prohibition of the misuse of insider information have not been sufficiently effective. The changes to the regulations are intended to contribute to strengthening general confidence in official trading in financial instruments. Oslo Børs wishes to stress that the changes in regulations will not in themselves be sufficient to create greater confidence since this will also depend to a great extent on the behaviour and attitude of players in the market.

    Corel CEO charged with insider dealing

    The high-profile CEO of Canadian software maker Corel Corp., Michael Cowpland, was charged Thursday with three counts of violating securities law. The commission also issued a temporary cease trade order against Cowpland and his holding company, which prohibits them from trading in Corel stock for 15 days. A hearing to extend the order is scheduled for Oct 28 at the OSC. Corel stock was halted on both the Nasdaq and Toronto Stock Exchange before the announcement. The insider trading investigation relates to 1997 trading activity. Cowpland's sale of 2.4 million Corel shares, for C$20.5 million, one month before the firm reported a surprising $32-million third-quarter loss, sent the stock into a 40 percent decline. Cowpland sold his shares when they were trading between C$8.20 and C$8.80. Cowpland, who has said he sold the shares to pay off personal loans, had maintained the investigation was routine and that he would be vindicated. Cowpland issues statement
    "I am looking forward to finally having a chance to clear my name by responding to these matters, which are now more than two years old," said Cowpland in a statement.
