The Human Rights of Indigenous Peoples One of the most hotly contested international debates today is the problem of indigenous peoples. We have assembled this page to inform the general public of the plight of the global indigenous population and of the situations of various groups of indigenous peoples around the world. The first section of the page provides information on the general problems facing indigenous peoples today, paying particular attention to violations of their human rights. The second section tells about the international politics behind this problem, and the third describes what is being done about it right now, and prescriptions for the problem in the future. Email kebro@worldbank.org WASHINGTON, October 21, 2002 —Fifteen representatives of indigenous peoples from various regions of the world and World Bank management agreed last week to strengthen dialogue on key development policies aimed at incorporating indigenous peoples’ views into programs and projects. During a two-day roundtable held at World Bank headquarters, representatives of indigenous peoples and World Bank management discussed the draft Operational Policy on Indigenous Peoples (OP 4.10) in an effort to improve the document before it is presented to the Bank’s Board of Executive Directors. The participants of the roundtable, including observers from specialized NGOs and other international organizations, exchanged ideas on the creation of a venue for dialogue on issues relevant to indigenous peoples, such as the control of natural resources, land and territory, previously informed consent and resettlement.

Register Site Tools About DevNews Media Center E-Subscriptions Feedback Indigenous Peoples Roundtable Seeks Consensus Leaders of indigenous peoples and World Bank agree to strengthen relationship October 23, 2002 At World Bank headquarters in Washington last week, 15 representatives of indigenous peoples—from various regions of the globe—met with the World Bank to discuss ways in which the views of indigenous peoples can be integrated into Bank-supported programs and projects. In the presence of observers from NGOs who specialize in the rights of indigenous peoples, both sides talked about the creation of a venue for dialogue on issues relevant to indigenous peoples, such as the control of natural resources, land and territory rights, previously informed consent and resettlement. Areas to be considered in future discussions include, among others, the application of international law, criteria for the identification of indigenous peoples, and judicial reform initiatives that may strengthen indigenous peoples’ rights.

Reconciliation: a long road ahead Nearly ten years ago the Australian Parliament established the Council for Aboriginal Reconciliation. Its aim: to achieve formal reconciliation between Indigenous and non-Indigenous Australians by the Centenary of Federation on 1 January 2001. The Council's work culminates in Sydney on 27 May, when it presents the Prime Minister with its Document for Reconciliation. The Document is likely to include a Declaration for Reconciliation, plus a series of national strategies to address the many issues that must be resolved in order to achieve reconciliation. These issues include Native Title, mandatory sentencing, heritage protection and self determination. In commenting on the draft Document for Reconciliation, Community Aid Abroad urged the Council to ensure that the final Document for Reconciliation stresses formal recognition of Aboriginal and Torres Strait Islanders' rights as Australia's Indigenous peoples - rights to their cultures, spirituality, lands and self determination. For over 350 years the Mapuche people defended their nation from invasion. Under the pretext of promoting civilisation and Christianity, first the Spanish and later the newly independent Chilean and Argentinian states conquered the Mapuche territories. The Mapuche finally lost control of their lands in 1885, resulting in many people being killed or forced from their homes to live impoverished lives in small rural communities and in the cities. Today more than a million and a half Mapuche live under Chilean and Argentinian rule. Their right to self-determination is denied, while their lands, language and culture are under constant threat. Despite the return to democracy in this region the Mapuche are still marginalized, human rights violations continue and international laws are not recognized. As a conservation organization, WWF is concerned about the loss of biodiversity and the degrading quality of the world's environment. But it is also increasingly concerned about the loss of cultures and knowledge. Traditional peoples have accumulated vast amounts of ecological knowledge in their long history of managing the environment - knowledge that could be beneficial for nature conservation and sustainable use of natural resources world-wide.
WWF supports indigenous and traditional peoples to sustainably manage their resources, and to maintain, use, and strengthen their traditional ecological knowledge. In doing so, WWF fully respects indigenous and traditional peoples' human and development rights, and recognizes the importance of the conservation of their cultures. This is a difficult and complex challenge in times of globalization and expanding economic and market forces; a task that requires cooperation and partnerships.
The following pages show aspects of WWF's policies and actions regarding indigenous and traditional peoples. They represent WWF's contribution to meeting the objectives set out in

The World Bank recognizes the enormously important role in sustainable development played by more than 400 million indigenous peoples worldwide. It has accorded them special attention in its operations for two decades, beginning with a 1982 directive to staff entitled "Tribal People in Bank-financed Projects" and updated in 1991 as the Indigenous Peoples Policy (known as Operational Directive 4.20 ). (This policy is currently being revised; more on this below.) The Bank has been an important actor itself in support of indigenous peoples' development over the past twenty years. During that period, it has funded at least three dozen indigenous development projects, or indigenous components in other projects, in borrowing countries mainly but not exclusively in Latin America. A list of these projects is available. In addition, the Bank also helped foster a capacity-building process among indigenous organizations, created dialogue with national governments about their indigenous policies and programs, and cooperated with other international agencies such as the International Labour Organization, the International Fund for Agricultural Development, the Inter-American Development Bank , and the Hemispheric Fund for the Development of Indigenous Peoples of Latin America (Fondo Indígena).
