Indigenous peoples are engaged with both international and domestic law and politics. This site is intended to illuminate these engagements in a global context. There are three components to this site: The site was developed by Professor Peter d'Errico and Alan Gaitenby of the University of Massachusetts Legal Studies Department as a teaching and research resource. The site is presented courtesy of NativeWeb and a 1998 Five Colleges Peace and World Security Studies curriculum development grant.

Photos of all indigenous peoples of Vietnam, Laos and Cambodia welcome. Of special interest are pictures taken in the field, in "Yard natural habitat." To submit photo image files, please attach them to a e-mail in either .jpg (best) or .gif format. Also include your name (or the photographer's name), date (as close as possible), location (village, province, geographical area) and Tribe of the photo subjects, if known. Income and Reserves Policy
The Income and Reserves Policy of ADB protects its risk-bearing capacity, that is its capacity to withstand unexpected large risk events without seeking additional financial support from its shareholders. The primary benchmark used by ADB in measuring its risk-bearing capacity is the interest coverage ratio (ICR), which broadly indicates to what extent ADB’s income, particularly the income from its loan portfolio, can decrease without jeopardizing its ability to service its own debt from current earnings. In light of its portfolio concentration, ADB’s current policy is to ensure that the ICR does not fall below the level of 1.31. With an ICR of 1.31 times, ADB has the capacity to withstand the nonperformance of its largest borrower and still generate residual net income. ADB’s actual target for the ICR in the medium term could be higher depending on its assessment of its risk-bearing capacity.

    Guiding Principles Draft: 23rd May 1995 The following text has been developed by the International Coordinating Committee of the International Alliance of Indigenous-Tribal Peoples of the Tropical Forests. It provides the basis for discussion at the next meeting of the contact group of the IUCN, WWF-International and the International Alliance which has the aim of agreeing joint principles guiding conservation in indigenous territories.

    General Recognition of Rights Back to the index
    1. Indigenous and tribal peoples are the original and rightful owners of tropical forests. The survival of indigenous peoples is a fundamental prerequisite for the conservation of forests.
    2. Since indigenous and tribal peoples are often discriminated against and marginalised by national societies, conservation programmes in their territories will take special steps to observe their basic human rights as set out in international law. 3. All conservation policies directed to forests must be based on a recognition of indigenous and tribal peoples' rights. The basis for this is the indigenous right to self-determination and the right for indigenous and tribal peoples to control all activities which take place on their territories.
