New Jersey State Board of Education Strategic Plan for Improvement in Public Education in the State of New Jersey Appointed by the Governor with the advice and consent of the New Jersey State Senate, State Board of Education members serve for six-year terms without compensation. The state board is composed of 13 members. By law, at least three members of the state board must be women and no two members may be appointed from the same county. The Commissioner of Education is secretary of the state board and serves as its official agent for all purposes. The state board also has a nonvoting student member selected annually by the NJ Association of Student Councils. The state board approves educational policies proposed by the Commissioner , confirms the commissioner's appointments, and decides appeals of the commissioner's decisions of alleged violations of school law and charter school approvals. State board members set the rules to carry out state education law including rules for the supervision and governance of the state's 2500 public schools serving 1.2 million students. The state board conducts a public meeting on the first Wednesday of each month . The State Board Office publishes

Requires the governing board to establish systems for the evaluation of the performance of principals and other school administrators and certified school psychologists in the school district; establishes the classroom site fund; mandates that each school district or charter school shall allocate 40 percent of the moneys from the fund for teacher compensation increases based on performance and employment related expenses, 20 percent for teacher base salary increases and employment related expenses and 40 percent for maintenance and operation purposes; and clarifies that these compensations shall supplement, and not supplant, teacher compensation moneys from any other sources.     Fresno State enrolls more than 20,000 students and offers 57 undergraduate degrees and 40 master degree programs in addition to a joint doctorate in Educational Leadership with the University of California. The campus is located on 1,400 acres and academic programs are housed in eight colleges and schools. The university endowment has grown to more than $60 million. The university also has been actively involved in addressing issues in the Central California Valley. Dr. Welty is recognized nationally as a leader in planning for the future, teacher education reform, information technology planning, substance abuse prevention, service learning and collective bargaining. In the spring 2002, he was named, along with CSU Chancellor Dr. Charles B. Reed, to the prestigious Presidents Leadership Group, a body of higher education presidents and chancellors who have declared their commitment to student substance abuse prevention. Dr. Welty served on the Cornerstones Group, which created the CSU’s strategic plan, and he has served on several advisory groups to the U.S. Departments of Education and Agriculture. He has been involved extensively in teacher preparation reform. He has chaired the Renaissance Group, which is a national organization of 30 universities dedicated to improved teacher education programs.
