Facts about the Missouri State Board of Education
Major Duties Members According to the Missouri Constitution, "The supervision of instruction in the public schools shall be vested in a state board of education ..." (Article IX, Section 2a). This provision gives the State Board of Education general authority for public education, within limits set by the General Assembly. ( See Section 161.022 through 161.102, RSMo, for the Board's statutory authority.) The Board is made up of eight citizens appointed by the Governor and confirmed by the Senate. Members serve staggered, eight-year terms so that one term expires each year. No more than four members of the Board may belong to the same political party. No more than one member of the Board may reside in the same county or Congressional district. When terms expire, members continue to serve until being replaced or reappointed. The Board elects its own officers each year. The Board usually meets for two days each month in Jefferson City. Members receive $25 for each day of an official meeting. The Board's duties and responsibilities range from preschool to the postsecondary and adult levels. The Board does not have direct authority over higher education institutions. However, the Board sets standards for and approves professional programs for teachers and school administrators in Missouri's public and private higher education institutions.

Goals of this Seminar
Through active and creative involvement in this new seminar, I expect participants to:
  • Learn configurational and dynamic temporal properties of systems in general. Confirm and refute hypotheses in an educational theory based on a systems model. Revise the educational systems theory. Design scenarios for an educational system simulation.
  • In this seminar I expect to work with you in a truly cooperative venture to build the foundations for an eventual multimedia simulation of educational systems. My vision is that this simulation (call it SimEd for now) would be similar to SimCity, SimHealth, SimAnt, etc., in that the eventual user would be able to construct different kinds of educational systems and observe how they evolve through time. By observing the consequences of certain decisions and actions within SimEd, users can learn from mistakes without suffering the consequences had such changes actually been made in a real educational system. I envision such a tool to help educators, students, parents, school boards and administrators, and communities at large to make intelligent decisions about how to improve or change their own educational systems. If we are successful in this seminar, we will have laid the groundwork for SimEd. Such a simulation will require a set of underlying rules or principles of system change under various conditions. If these rules are not valid, then the systems simulation might be interesting but misleading. Thus, we need to validate the rules with empirical evidence wherever we can find it in extant research.

    Gene Wilhoit was named Kentucky's third Commissioner of Education in September 2000. As chief executive of the Kentucky Department of Education, Wilhoit oversees an annual budget of $3.1 billion, almost all of which is passed through to local schools. The department provides assistance and resources to the state's 176 school districts and nearly 1,300 schools. He supervises approximately 800 employees in Frankfort and across the state. A native of Tennessee, Wilhoit began his education career at Northmont Junior High School in Englewood, Ohio, where he was a social studies teacher. After his stint there and in other public schools, he moved to the Indiana Department of Public Instruction as a program director. Wilhoit has served as executive director of the National Association of State Boards of Education and Special Assistant in the United States Department of Education. He was chief state school officer for the Arkansas Department of Education before coming to the Kentucky Department of Education in 1997 as deputy commissioner for the Bureau of Learning Support Services. Wilhoit holds a master's degree in teaching, political science and economics from Indiana University in Bloomington and a bachelor's degree in history and economics from Georgetown College. He also has studied educational administration at West Virginia College of Graduate Studies in Charleston.

    Standards.

    Connecticut:
    Connecticut's State Board of Education adopted a state policy on School, Family, Community Partnerships on August 7, 1997 based on the National PTA's National Standards for Parent/Family Involvement Programs. Connecticut's General Assembly passed a law in 1997 (Public Act 97-290) which was intended to foster meaningful partnerships among schools, families, and communities to enhance student learning. It stated that ALL local and regional boards of education were required to develop, adopt, and implement written policies and procedures to encourage parent-teacher communication by September 1, 1998. The Connecticut Department of Education along with community partners including the Connecticut PTA, put together a packet to help local boards of ed comply with the law. The packet contained a sample policy, the six standards in detail, an overview of the law, and procedures and agreements that had been developed in school districts around the country, as models for communities to use. This policy and law impact 1,068 public schools including 645 elementary, 163 junior HS/middle schools, 163 high schools, and 17 vocational/technical schools, serving 545,619 public school students.
