IL Named for the Illinois Indians, this state is known as the "Land of Lincoln," because it's where the 16th president was raised. Illinois became the 21st state in 1818. Illinois is the most populous state in the Midwest. At the northern edge of the state on Lake Michigan lies Chicago, the nation's third largest city. More than half of the population lives in and around Chicago, the leading industrial and transportation center in the region. The rest of the population lives in the smaller cities and on the farms that dot the state's gently rolling plains. Chicago, with its central location and its many cultural attractions and sports events, is a major tourist attraction. Sandy beaches, wooded parks, and yacht harbors border most of Chicago's 50-kilometer shoreline along Lake Michigan. As all maps are unreadable without a legend, I offer you mine at the beginning. This essay will chart the geography of Urbana-Champaign from a hybrid point of view: considering it from the vantage point of the local African-American community (or perhaps, more accurately, a point of view sympathetic to that community, of which I cannot claim to be a part) and at the same time from my own point of view as a white graduate student trying to make sense of this place. By looking at the politics produced in local geography, I will develop a materialist account of Urbana- Champaign. Geography is a substance and not just an instrument of local politics. Real (that is to say, material) local conditions themselves produce the imagined geographies that seem to underwrite them.
Local Knowledge
Urbana-Champaign is a relatively quiet midwestern twin cities located three hours south of Chicago in east-central Illinois. We're just south of Interstate 74, and the last stop on I-72. The residential population is about 100,000; during the school year, the university probably adds about 25,000 to that number. Its not simply a university town, however. There are several major local industries: it supports factories for Kraft and Solo Cup, and its an old and thriving banking center. In fact, Urbana-Champaign is something of a regional center for a whole host of surrounding smaller towns. But the economy here (as in many other places) is not what it once was, and both towns are very concerned with 'image' issues, in terms of attracting businesses and in terms of attracting tourists. Thus, the promotional literature touts each town as having its own 'personality,' an over-generalization somewhat confirmed by my own experience.

    The broad level lands that gave Illinois the nickname Prairie State were fashioned by late Cenozoic glaciation, which leveled rugged ridges and filled valleys over the northern and central parts of the state. The fertile prairies are drained by more than 275 rivers, most of which flow to the Mississippi-Ohio system; the Illinois is the largest river in the state. These rivers provided early explorers a way SW from Lake Michigan into the interior of the continent and later, in the days of canal building, played a big part in hastening settlement of the prairies. The completion of the Erie Canal linked Illinois, through the Great Lakes, to the eastern seaboard of the United States. The Illinois Waterway links Chicago to the Mississippi basin as the old Chicago and Illinois and Michigan canals once did, and the St. Lawrence Seaway provides access for oceangoing vessels. The waterways are but a part of a transportation complex that includes railroads, airlines (Chicago's O'hare airport is one of the busiest in the world), and an extensive modern highway system.

    THE MANUFACTURING CORE
      M anufacturing is an important economic activity in the United States. The evidence of this is everywherein articles of clothing, items of preserved food, residential structures, means of transport and communication, and many other things. In spite of the presence of items manufactured outside the country, domestic industry remains paramount, and it is rare for any medium-sized U.S. town to be without at least some local employment in manufacturing. The northeastern United States, excluding northern New England, is the country's single most significant region of manufacturing ( Map 4 : 45K). This region is loosely defined on three sides by the Ohio River Valley, Megalopolis, and the southern Great Lakes. The western margin of the region is less clear; it blends gradually with agriculture-dominant landscapes across southern Indiana, Illinois, and beyond. In spite of the region's moderate extent and the growth of manufacturing elsewhere, the Manufacturing Core continues to be of tremendous economic significance in American geography. Its factories produce most of the country's steel, as well as a significant percentage of its motor vehicles and motor vehicle parts. Most of the important ports, the main centers of communication, and the primary financial centers are within or near the region, and the country's political capital is on the immediate margins. The region includes the two largest clusters of coalescing metropolitan areas: Megalopolis, and the group of large urban regions between Milwaukee (Wisconsin) and Chicago (Illinois) on the west, and Cleveland (Ohio) and Pittsburgh (Pennsylvania) on the east.

Links Western Students Work With Municipality on Certified Cities Recertification Macomb, IL — Four Western Illinois University graduate students are gaining a new perspective on municipal government as they assist the city of Macomb in preparing its reapplication as an Illinois Certified City. Macomb met the Certified City criteria in 1986 and has already started the documentation for 1989 recertification under the direction of Dr. Donald "Bill" Griffin, director of the Institute for Regional and Community Studies at Western. He and WIU graduate students are also involved in the original proposal. "Using the talents of university students interested in government has been very beneficial for the city's programs," said Macomb Mayor Robert Anstine. "They are willing to do numerous interviews, research documents and previous plans and then draft recommendation for our review." Communities seeking the Certified Cities status must document their efforts in seven specific economic development areas: business climate and service; community development; human development; community facilities; employment and training; business financial assistance; and marketing. The Certified Cities designation from the Illinois Department of Commerce and Community Affairs (DCCA) serves as an indicator to prospective business and industry that the community has demonstrated excellence in ways which have a direct effect on job creation.
