Bringing Teachers, Television and Technology Together America's schools are moving ahead as quickly as possible to integrate technologies into classroom instruction and curricula. States, districts, and individual schools are increasingly making media and technology a priority in the classroom. The National Teacher Training Institute (NTTI) is one of public television's efforts to help teachers harness the power of technology and use it as a tool to help teach more effectively. NTTI brings teachers, television and technology together in a train-the-trainer model for integrating video and other technologies into core lesson plans . The methodologies taught in this local implementation of a national model have been shown to significantly increase student understanding and retention and Idaho educators have embraced this methodology with open arms!

  • Growth in spending on special education in Oregon significantly outpaced growth in spending on regular programs. From 1992 to 2000, spending per student on regular instruction grew at an annual average rate of 3 percent while spending per student on special education programs grew at an average annual rate of 14.3 percent. In 1992, Oregon K-12 schools spent $448 per student on special ed programs. By 2000, the system spent $1,301 per student.

  • During the 1990s, Oregon’s K-12 spending as a percent of personal income fell. Oregon’s total personal income increased at an average annual rate of 5.7 percent during 1990-2001. From 1991-2001, K-12 spending as a share of Oregonian’s personal income fell from 4.6 percent to 4.2. Over the decade, Oregon’s national ranking of K-12 expenditures as a percent of personal income fell from 12th to 23rd.

Luna claims more money is not what is needed to save Idaho schools; Idaho just needs to manage schools better. He claims the state has funded schools well, by increasing the K-12 budget $225 million from 1996-2001 while Idaho enrollment increased by only 125 students within that period.
Superintendent Howard was in charge during this period of growth, and has shown she knows how to run the schools. The increased accreditation is one indicator of how well the schools are managed.
One of her other major accomplishments is the Idaho Reading Initiative. This initiative is one of the first in the nation to require students to enter an intensive 40-hour program if they are not at the right reading level.
Luna complains that Idaho schools are funded based on their attendance, and not their performance. He believes that standardized tests should be used to measure the effectiveness of the schools. A school with under-performing students would soon find itself under-funded.

T he 31st state to pass a charter law (1998), Idaho has nine schools enrolling close to 1,000 students. Enrollments range from 20 to over 200. Programs span the spectrum from fine arts to basic skills. Student populations include delinquent kids on probation to high-achievers heading for top colleges. Here's a quick look:
  • Anser Charter School An ungraded school that shares space in a business park with a Boise gymnastics academy, Anser's program centers on Expeditionary Learning Outward Bound (ELOB) for all of its 112 students. Students work on a point system, and most teachers use portfolio and rubric assessment. Parents run the school's weekly enrichment program, which draws heavily on resources in the larger community.
  • Blackfoot Charter Community Learning Center This K-5 school near the Fort Hall Indian Reservation builds its educational program around three concepts: brain-based research, interdisciplinary teaching, and flexible student groupings. With a strong commitment to bringing every one of its 50 students to academic mastery, the school uses the "Physio-Neuro" therapy program to address the learning disorders that block as many as 30 percent of children from success in school.
  • Coeur d'Alene Charter Academy This school, housed in a converted pet and garden center, serves 200 students in grades seven through high school. Emphasis is on college preparation, with a rigorous program focusing on English, math, and social studies, as well as process and thinking skills. Latin, Spanish, and French round out the tough curriculum.

January 26, 1998 From comprehending the complexities of reading to gaining a layperson’s understanding of wiring for computer networks, the Northwest Regional Educational Laboratory has recently produced and made available a wide array of products. With the recent emphasis on helping all children to read by the third grade, and engaging parents and community members in the process, Building a Knowledge Base in Reading is a way for educators and others to take a look at how children acquire language and literacy. Drawing on the conclusions of researchers and the expertise of teachers, the report presents an argument for teaching reading skills within a meaningful context, and takes into account the role of phonics in the reading process. The report is jointly published by the Laboratory, the National Council of Teachers of English, and the International Reading Association. A publication about reading that is geared specifically to parents, Tips for Parents About Reading , provides guidelines about what children typically can do at certain ages and stages of reading development, titles of children’s favorite books, and a list of resources for parents and a glossary of reading terms.

    This is the IEA’s Legislative Hotline message for Monday, April 7th. House Passes Sales Tax Increase After three hours of debate, early this afternoon the House of Representatives passed HB 400, a measure to increase Idaho’s sales tax by one-half cent (from 5 cents to 5.5 cents). The passage of this legislation was critical to the effort to balance the state’s budget and to moving the legislature closer to adjournment. An increase of one-half cent will raise an estimated $80 million of new revenue for the state in FY04. While this falls far short of that recommended originally by Gov. Kempthorne, passage of this legislation is the next step in arriving at a compromise between the House, Senate, and governor. (Note: Lately the governor has indicated his budget priorities, including education, can be funded with approximately $200 million of new revenue.)
