Because I write about politics, people are forever asking me the best way to teach children how our system of government works. I tell them that they can give their own children a basic civics course right in their own homes.
In my own experience as a father, I have discovered several simple devices that can illustrate to a child's mind the principles on which the modern state deals with its citizens. You may find them helpful, too.
For example, I used to play the simple card game WAR with my son. After a while, when he thoroughly understood that the higher ranking cards beat the lower ranking ones, I created a new game I called GOVERNMENT. In this game, I was Government, and I won every trick, regardless of who had the better card. My boy soon lost interest in my new game, but I like to think it taught him a valuable lesson for later in life.
When your child is a little older, you can teach him about our tax system in a way that is easy to grasp. Offer him, say, $10 to mow the lawn. When he has mowed it and asks to be paid, withhold $5 and explain that this is income tax. Give $1 to his younger brother, and tell him that this is "fair". Also, explain that you need the other $4 yourself to cover the administrative costs of dividing the money. When he cries, tell him he is being "selfish" and "greedy". Later in life he will thank you.
Make as many rules as possible. Leave the reasons for them obscure. Enforce them arbitrarily. Accuse your child of breaking rules you have never told him about. Keep him anxious that he may be violating commands you haven't yet issued. Instill in him the feeling that rules are utterly irrational. This will prepare him for living under democratic government.

Wendy Kopp Founder and President
From her dorm room at Princeton University, Wendy Kopp created a plan for a new national corps called Teach For America that would build a movement to end educational inequity by enlisting the most talented members of her generation to teach for two years in the nation's neediest urban and rural public schools. After graduating, Kopp made her plan a reality. Working with a group of other recent college graduates, she founded Teach For America in 1989. She continues to serve as president of Teach For America, which currently fields 2,500 corps members and involves 6,500 alumni who exert continuing leadership in educational and social reform. In her book, One Day, All Children: The Unlikely Triumph of Teach For America and What I Learned Along the Way (Public Affairs, 2001), Wendy describes how she created and built Teach For America. Also in this book, she discusses how the nation can reach Teach For America’s vision that all children will have the opportunity to attain an excellent education. Wendy is chair of the board of The New Teacher Project, a non-profit consulting group which helps school districts and states recruit and develop new teachers more effectively. The New Teacher Project is a spin-off of Teach For America which is applying Teach For America’s knowledge base more broadly in an effort to effect systemic change in the way new teachers are brought into the profession. In 2003, Kopp was appointed to the President's Council on Service and Civic Participation.

    B y overwhelming majorities, the House and Senate passed the "No Child Left Behind" Act (NCLB) last December. On January 8, 2002, President Bush signed this bill into law, reauthorizing the longstanding Elementary and Secondary Education Act (ESEA). This comprehensive educational policy (1,180 pages) encompasses Title 1, the federal government's aid program for disadvantaged children. NCLB represents the biggest increase in federal government involvement (in both regulations and dollars) in K-12 education in several decades. This ambitious legislation includes provisions for everything from assessment to homeless students.
    NCLB places substantial pressure on states and local school districts to raise student achievement as measured by yearly test scores. Individual school populations as a whole, as well as different racial, ethnic, income, and disability subgroups within each, must meet "adequate yearly progress" (AYP) towards a proficient level of achievement to be reached within 12 years (2013-2014). Those schools and school districts that fail to make AYP after predetermined amounts of time are first subject to improvement measures, then to corrective and restructuring actions. Besides assessment and accountability, other key principles of NCLB include greater choice for parents and students, increased flexibility for states and school districts in the use of federal money, and an emphasis on teaching methods based on "scientific research," especially with regard to teaching young children to read (Reading First).

Menke GCN Staff Interactive Web site, CD-ROM provide tutorials on satellite environmental data With funding from the Moderate Resolution Imaging Spectroradiometer satellite program, Butcher in 1997 started work on the interactive adventures of Echo the Bat, who navigates through five Arizona habitats shown by Landsat satellite images. Although the adventures are geared to children from kindergarten through fourth grade, the site at imagers.gsfc.nasa.gov/intro/story.html teaches visitors of any age how to identify unfamiliar surroundings depicted by remote-sensing environmental data. A second site, launched last October at imagers.gsfc.nasa.gov/amelia , follows the adventures of Amelia the Pigeon around New York City. Red is healthy For example, light reflectance makes healthy green vegetation appear red. The ability to understand such images is important in forestry, pest control, and crop yield and animal migration analyses.

    The New Teacher Project

    Teach for America recruits a national corps of recent college graduates from all academic majors to commit two years to teaching in under-served schools. Corps members receive an intensive five-week training program where they gain experience teaching while receiving guidance from veteran educators. Teach for America was officially launched in 1989, a month after Princeton student Wendy Kopp first proposed it in her senior thesis. During its first year, 2,500 men and women from more than 100 colleges applied to the program - in one weekend, more than 170 Yale seniors alone requested applications, and more than half applied. In 1990 the 500 inaugural corps members taught in underserved schools in New York City, Los Angeles, New Orleans, Baton Rouge, rural North Carolina and rural Georgia. Since then, more than 6,000 Teach for America corps members have taught nearly a half million children. Each year, over 1,500 Teach for America corps members reach more than 100,000 students at 15 locations across the country: Atlanta, Baltimore, the Bay Area, Chicago, Houston, Los Angeles, Mississippi, New Jersey, New Orleans, New York City, North Carolina, Phoenix, the Rio Grande Valley, rural Louisiana, and Washington, D.C.
