The Department of Finance's website states that when AIDC Ltd was sold "AIDC's debt of approximately $3.2 billion to the AIDC (Corporation) was repaid". However it also acknowledges "the effect of the sale is that Commonwealth guaranteed borrowings which funded AIDC's operations have been reduced to $1 billion. (See attachments) Why only $1 billion? Where did the other $2.2 billion go? The website goes on to explain that "remaining guaranteed borrowings held in the name of the Corporation (totalling $2.2 billion at June 30 1998) are now offset by a pool of Commonwealth guaranteed assets." What were these liabilities?

PRESS RELEASES CURRENT ARCHIVE PRINCIPALS SHOULD ALSO TEACH March 18th, 2003 The role of headteachers and principals must not be confined to administrative and managing schools but for them to contribute also to teaching said the Chief Education Officer Secondary, Jimione Buwawa. Speaking at a workshop for Fijian heads of schools in the Nadroga/Navosa province, Mr Buwawa said headteachers likewise principals are first and foremost teachers because teaching is their core responsibility. "Head of schools must see schools as learning institutions where they are role models to their subordinates and students in terms of classroom management, questioning techniques, discipline, communication and delivering the art of teaching," said Mr Buwawa. In addition, he said heads of schools must be well conversed with regulations that govern their work and that of their school. Deliberating on a paper titled "Leadership Issues in Our Schools", he said, most of the management and committee related conflicts in schools stems from people ignoring procedures and regulations that govern schools and education in general. "Much of the difficulty arises from pure ignorance by head teachers and principal like wise the committee about the regulations that ensures the timely and effective delivery of instructions that provides for the smooth running of the institution," he said.

FREEHOLD — Operating municipal governments has become a complicated and sophisticated business with ever-changing state and federal regulations and restrictions in place. There is also considerable new aid available on the state and federal levels if elected officials and a community’s professional employees know where to find it. Monmouth County Freeholder Ted Narozanick said he saw this trend developing more than 15 years ago. After almost 50 years in government as a former Englishtown councilman and mayor, Monmouth County administrator and freeholder, Narozanick said he saw a need for elected and appointed municipal officials to become better informed about the way things work. With that in mind, Narozanick founded a conference/seminar in the late 1980s that was designed to give municipal officials a one-day crash course in the intricacies of local government.

Over the past month, a plethora of announcements about the New Deal, beggars, drugs, rough sleepers and curfews for young offenders, have given the distinct impression that the government is worried about young people in our communities. The latest attempt to try to pull this area of social policy together comes in the form of the newly established children and young people's unit. And in the middle of all this, casting a long shadow, has been the death of Damilola Taylor. While our hearts go out to Damilola's family and local community, his death has justifiably provoked a response, and in some ways confirmed the feeling that "something must be done". But can we come up with an all-embracing strategy for young people which curbs anti-social behaviour, yet provides opportunities for children like Damilola? One which gives the most disadvantaged children a chance, while respecting the needs of young people as individuals? I firmly believe that we can, but in order to succeed the government needs to learn from agencies like ourselves, and to understand how the variety of complex problems faced by young people today fit together. Those who work with young people every day know that if they are excluded, from school or from other opportunities, at an early age, they tend to remain excluded.

    The law on high-tech accessibility, Section 508, has been in effect for more than two months, but the General Services Administration is worried that too few government employees know what it means. GSA has overhauled its Section 508 Web site, making it less a library and more of an interactive site that features online training, buying guidelines for government agencies and advice on Section 508 for government employees, vendors, Webmasters and others. Section 508 requires federal agencies to buy electronic and information technologies that are accessible, meaning they can be used by people with a wide range of disabilities. Agencies are also required to make their Websites accessible. "We're trying to make people aware that Section 508 has impact on all employees," said Terry Weaver, who heads GSA's Center for Information Technology Accommodation and oversees the Web site

    United States Government: History and Organization History
    One of the first precursors to the American Revolutionary War against British rule was the Declaration of Independence, 1776 , written by Thomas Jefferson and signed by representatives of the 13 British North American colonies. The Declaration declared the colonies independent and called for the liberty of the citizens of the United States. The war lasted from 1775–1783 and ended with the Treaty of Paris , where Great Britain recognized the independence of the United States. In 1789, George Washington was elected the first president of the United States of America. The Constitution of the United States of America, 1789 , outlines the fundamental powers the U.S. federal government and guarantees individual liberty for the citizens of the United States. Limiting the powers of the federal government, the Constitution empowers the states and citizens to govern themselves. The most significant limitations to government's power over the individual were added in 1791 in the Bill of Rights , the first 10 amendments to the Constitution. Included in the Bill of Rights is the freedom of speech and religion (I), the right to bear arms (II), the right to due process of the law (V) and the protection against cruel and unusual punishment (VIII).
