The Georgia Office of Treasury and Fiscal Services (OTFS). OTFS is the cash and investment manager for the State of Georgia, preserving both capital and public trust by managing Georgia's cash resources efficiently and conservatively. More specifically, the OTFS is responsible for the receipt and disbursement of all state general funds and the funds that the lottery generates for education. OTFS invests these funds between their receipt and disbursement, and manages other state trust and custodial fund investments, earning over $256 million in interest last year to the benefit of the taxpayers of Georgia. The OTFS also manages Georgia Fund 1 , a AAAm rated money market fund that offers local governments and other local public institutions a safe, efficient and liquid investment alternative, and the

Office of Education Accountability
The Office of Education Accountability (OEA) was established July 1, 2000, by Georgia Code 20-14-25 to improve student achievement and school completion in Georgia. OEA's major purpose is centered on the development of performance-based accountability standards for Georgia's education system. OEA provides K-12 Report Cards containing grades and ratings, and Indicator Reports for the University System of Georgia, the Department of Technical and Adult Education, the Office of School Readiness, and the Georgia Professional Standards Commission. The Office of Education Accountability consists of 17 employees under the leadership of Dr. Davis Nelson, the Executive Director and is composed of three divisions: Standards Division, Research and Reporting Division, and Administrative Division.

Georgia Department of Technical and Adult Education
An executive order signed by Governor Joe Frank Harris created the State Board of Postsecondary Vocational Education. The Quality Basic Education Act expanded the responsibilities of the State Board of Postsecondary Vocational Education and set in motion the process which would begin converting technical institutes from local to state governance. In 1988 the DTAE was created by statute, and in 2000, HB 1187 was passed, allowing technical institutes to change their names to "technical college" and creating a funding formula that can accommodate the steady growth of the system. Currently, there are 34 technical colleges in Georgia's technical college system. The mission of the Department of Technical and Adult Education is to contribute to the economic, educational, and community development of Georgia by providing quality technical education, adult literacy education, continuing education, and customized business and industry workforce training to the citizens of Georgia. We have 276 employees under the leadership of Dr. Kenneth Breeden, Commissioner.

About the meeting The theme of the 2003 Annual Meeting of the Institute of Biological Engineering (IBE) is to inquire about the ways in which the living-system perspective can inspire the new discipline of biological engineering. The meeting program includes an opening Keynote address, a program featuring aspects of transport processes across biological domains and technical sessions on several important topics on biological engineering. IBE meetings are organized to encourage participation of scientists, engineers and students worldwide; to present advances in engineering sciences, engineering design, technology, educational materials and techniques and other aspects that contribute to the development of biological engineering; and to encourage the development of partnerships among academia, industry and agencies. IBE welcomes students from all fields of science, engineering and medicine with interest in biological engineering. Student participation and presentations are highly encouraged. The Institute of Biological Engineering was established in 1995 to encourage inquiry, application and interest in biological engineering in the broadest and most liberal manner and to promote the professional development of its members. It promotes the view that biological engineering is a science-based, application-independent discipline that is aligned with the perspective and foundation of biology. IBE espouses the view that biological engineers should possess the scientific knowledge of biology, including its philosophical views, be proficient in the principles and practices of engineering, and be capable of integrating discoveries from multiple disciplines to design sustainable solutions.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information.
