The International Collaborative Research Grants (ICRG) Scheme is a partnership between the Wellcome Trust, the National Health and Medical Research Council (NHMRC) of Australia and the Health Research Council (HRC) of New Zealand. The Scheme is designed to foster collaborative research between the developing countries of the region and both Australia and New Zealand. Australian-European Union Health Research Collaboration The NHMRC has a limited fund to assist Australian participation in projects selected for funding under the European Commission's Sixth Framework programme. 1:14 P.M. EDT PRESIDENT BUSH: It is a pleasure to welcome President Aznar and President Prodi to Washington, D.C., for this summit. We had a good discussion on the common challenges facing the United States and the European Union, including the urgent need to fight terror and to promote peace in the Middle East. Just one month ago I called on all the parties in the Middle East to step up to their responsibilities to end terror, to make progress toward peace and to build better lives for all the people of the region. In recent days, we're beginning to see some signs of progress. The situation in Ramallah has been resolved nonviolently. We're working for peace in Bethlehem. I'm encouraged by my meeting with Crown Prince Abdallah, and the steps he has taken to advance his vision of peace. Next week I will meet with Prime Minister Sharon and King Abdullah of Jordan to discuss next steps on the road ahead.

ENTRY-EXIT REGISTRATION SYSTEM

- Attorney General John Ashcroft announced that the first phase of the National Security Entry-Exit Registration System (NSEERS) will be implemented by the Immigration and Naturalization Service (INS) at selected ports of entry throughout the United States on September 11, 2002. After an initial 20-day period for testing and evaluating the system at selected ports of entry, all remaining ports of entry including land, air and sea will have the new system in place on October 1, 2002. Congress required in the USA PATRIOT Act that the Justice Department develop an entry-exit system in order to provide greater protection for the United States and help aliens fulfill their responsibilities under the laws of the United States. The NSEERS program is the first step toward the development of a comprehensive entry-exit system applicable to virtually all foreign visitors. Under the NSEERS program, the fingerprints of a small percentage of entering foreign visitors will be matched against a database of known criminals and a database of known terrorists. These visitors will be selected according to intelligence criteria reflecting patterns of terrorist organizations' activities. During a pilot project using the same fingerprint technology to identify wanted criminals attempting to re-enter the United States, the results have been extremely positive. The INS has been receiving an average of more than 70 fingerprint "hits" a week, resulting in the arrest of more than 2,000 wanted felons from January through July 2002.

Common names: European green crab, green crab, shore crab, European shore crab Introduction: The European green crab, a non-native predator that feeds voraciously on shellfish, was discovered in Washington waters in 1998. Since then over 850 adult European green crabs have been captured in Willapa Bay and over 250 in Grays Harbor. To avoid spreading European green crabs from Willapa Bay and Grays Harbor to the Puget Sound and other marine areas via commercial shellfish transfers, the Washington Department of Fish and Wildlife has implemented the following work:
  • Enacted an emergency regulation prohibiting the transfer of any shells, shellfish and aquaculture equipment from Willapa Bay or Grays Harbor to any other Washington waters except with written authorization from WDFW.
  • Enacted an emergency regulation making the European green crab a deleterious exotic species, prohibiting the possession and transportation of any live green crabs.
