Government faces human rights cross roads
The respect for human rights in Ecuador is at a cross roads, Amnesty International said today commenting on the worsening of the human rights situation under the new government of President Jamil Mahuad Witt. "Since his coming to power last August, the authorities have implemented a set of measures which could result in a human rights crisis in the country," the organization said. While recognizing that the authorities in Ecuador are fully entitled to maintain law and order within the country and are faced by serious tensions, Amnesty International is calling on President Mahuad to publicly state his government's commitment to human rights. "International and domestic human rights standards must be respected, and the authorities should make it clear that abuses by the security forces will not be tolerated," Amnesty International said.

Structural adjustment programs also affect all Ecuadorians, but many are already employed and hold some kind of security. The policies of structural adjustment wear the mask of modernization, which is really just the privatization of government agencies and natural resources. The struggle the indigenous of Equador are involved in is to avoid the impacts of structural adjustment, as manifested in the policies of privatization, multinational corporations and the upward adjustment of prices by the Ecuadorian government. "Strategically, there are two main directions in which we work: to fight for our rights as indigenous peoples and to help work for proposals for political change, together with other sectors of society. Therefore, we have made concrete political proposals not only for indigenous peoples, but for all of Ecuadorian society." said Luis Macas, a Quechua native of Equador.

Many of the people there are natives who are illiterate and very poor. They will vote for anyone who promises money or services for the poor people. Most of these promises are never kept, they are just said to get votes. Ecuador has had 20 or 30 different constitutions in the past years and they are working on another new one right now. The last president they had was removed by the people and he ran away with $50,000,000 of profits from the sale of oil. The government doesnt have enough control, they cant enforce the laws they make. They seem to have military bases all over the place. They also have many military men with rifles in banks, hotels, supermarkets and other public places for security. Also they have road blocks to check the vehicles. This was a little scary for me. Some of these guys with these big rifles looked like they were about 14 years old. They have no traffic laws, you can drive as fast as you want and the roads are in bad shape so its dangerous.

The Oil Companies in Equador The oil companies have not only caused the decomposition of Equadorian communities and the decomposition of their culture but also the destruction of the environment. The fight for land is thus extended to the struggle for maintaining natural balance and health. Texaco is the primary oil company drilling in Equador, and is extracting a resource that brings tremendous wealth for the foreign company, but in the places where it has been extracted there is only poverty and slums that are not fit for human habitation. Texaco extracted 1.4 billion barrels of oil over 25 years from the Amazon forests of Equador under a joint venture with PetroEcuador. During this time, the company spilled an estimated 26.35 million litres of crude oil into local rivers from the operation, studies show. Indigenous and environmental groups are now seeking to hold Texaco accountable in the U.S. courts. We have chosen the United States to air our concerns since that is where Texaco makes its decisions. There is no violation of Ecuadorian sovereignty, since the principal headquarters of Texaco is in the United States. From a legal and political perspective it is appropriate to hear the case in the United States.Yet there has been a very violent reaction on the part of the Equadorian government to try to move this case to Equador.

Ecquadorian Government and Oil: Dissociating from Responsibility The existing bourgeois state, the successive governments, the church and the religious sects, the political parties, the public powers, and the legal organs are instruments of the dominant sectors for keeping the indigenous peoples and all social sectors subjugated, impeding the people's political participation and denying their historical individual and collective rights. Unfortunately the Equadoran government has tried to transfer all aspects of the operation, exploration, exploitation and even the administrative part of oil development to foreign companies, thus handing over extensive territories for prospecting and all the other steps of oil development. There has been no legislation or rules that would enable the government to exercise control over environmental impacts that are caused and there are no instruments that force the companies to comply with anything that would control the social, cultural, and ecological impacts.

Hunger Gnaws, Hope Slow for Starving Children of Equador
by Margi Ness As in most countries, the disenfranchised are primarily the poor elderly, single mothers with children, and people with disabilities. When the going gets tough, these people get left behind. When a government deteriorates, the people are not just left behind, they are stomped on and promptly forgotten. A week into my journey, I met Laurel Zaks at an unofficial “get-away” apartment for Peace Corps Volunteers. Over a few beers, I learned of her work at the Centro de Recuperacion Nutricional, a feeding center for malnourished children. She learned of my interest in the field and of my desire to find out about services for people with disabilities. As luck would have it, the Catholic Dioceses of Germany and New Zealand and Gurgrunethal, a chemical company based in Germany, fund both the feeding center where Laurel works and a new center for people with disabilities. Though the Ecuadorian government provided no assistance, one town provided some help. I was invited to visit both programs. A few weeks later, I hopped a bus to Santa Domingo de Los Colorados, a poor community in the sierra, the highlands of the Andes Mountains. A dilapidated building houses the feeding center. Laurel, a nutritionist with a Master of Arts in Public Health, was in her element. Unlike many other Peace Corps Volunteers who were having trouble finding or developing meaningful projects in the chaos of the country, Laurel knew exactly what she was doing. She was saving children’s lives. Laurel explained the Centro’s program as we walked through the facility.

The 1999 Index of Leading Environmental Indicators is a citizen's guide on environmental quality in the U.S., which is demonstrating that contrary to popular belief, U.S. environmental quality is often improving, not worsening. While individual problems should obviously be taken seriously, data from government sources show that technological innovation and economic growth throughout this century has led to continuous environmental improvement in many areas. These improvements chronicle what was termed the "wealth effect" of a growing economy on the environment. As the U.S. economy grows, so does its ability to control pollution and protect its resources. Economic growth also means improved technology and, therefore, more efficient uses of raw materials and natural resources. This growth, combined with a growing consumer preference for a clean environment, has led to environmental improvements throughout the country.
The 1999 Index tries to help the average citizen form an opinion about the environment and about environmental policy. Besides government data sets collected over the past 20 years, this Index took a long-term look at environmental trends in order to determine the true cause of improvements more accurately. Ironically, people today express a great deal of pessimism and anxiety about the environment. Yet fears about environmental degradation in the U.S. can often be unfounded, as evidenced by the following Index facts:

Yet, one thing is certain: policy changes do not occur magically and automatically. They typically result from the relentless efforts of many dedicated individuals. The story of Dora de Ampuero, president of the Instituto Ecuatoriano de Economía Política (IEEP), provides an illustrative example of how a persistent devotion to ideas can lead to effective public policy reform. Who would believe that the Ecuadorian government's recent move to dollarize the economy has its roots in a humble, free-market institute located in the port city of Guayaquil? Yet, beyond doubt, the IEEP has played, and continues to play, a key role in bringing effective ideas for monetary reform to this Latin American country. Dora first came to Atlas in 1989 while pursuing graduate studies at George Mason University in Fairfax, Virginia. As a student, she attended a seminar at
