Wind Energy Manual Iowa Energy Center Aesthetics and Visibility The visibility of a particular wind system will depend on many factors, including tower height, proximity to neighbors and roadways, local terrain, and tree coverage. Some people may object to a wind turbine being in their field of view, and this could be an issue when applying for a zoning permit. Therefore it may be worthwhile to investigate your neighbors' concerns before investing in a wind turbine. In most areas of the state, wind turbines are an uncommon sight, so it is natural to expect some reservations about their introduction. Objections are more likely to occur in populated and tourist areas. Opposition is least likely to surface in rural settings. Noise Factors The most characteristic sounds of a wind turbine are the "swish...swish...swish" of its turning blades and the whirring of the generator. Improved designs have made wind turbines much quieter over the last decade. Within several hundred feet of a machine, these sounds may be distinguishable from the background noise of local traffic or the wind blowing through the trees, but they usually are not disruptive or objectionable. The impact on any particular neighbor will depend on how close they live, whether they are upwind or downwind, and the level of other noise sources such as traffic.

Energy and The Environmental Issues Facing Africa The 47 countries in Africa depend more on their natural resource base for economic and social needs than any other region in the world. Two-thirds of Africans live in rural areas and rely on agriculture and other natural resources for income. However, the environmental resource base of the region is shrinking rapidly. Environmental problems of Africa include pollution of water supplies, massive deforestation, loss of soil and soil fertility, and a dramatic decline in biodiversity throughout the region. With increasing numbers of people migrating to urban centers in search of employment, sustainable development likely will become a priority for the protection of Africa's complex and diverse environment. Africa has the world's fastest growing population (approximately 3% a year), and is expected to be home to over a billion people by 2025. In recent years, more carefully-shaped economic policies in many African countries have led to improved economic development and performance. During 1995-98, real GDP growth averaged 4.25% a year, an increase from less than 1.5% a year during 1990-94. However, inadequate levels of investment of both physical and human capital persist, as exceptionally high levels of risk and uncertainty remain at the core of Africa's lack of competitiveness. In fact, a recent World Bank-sponsored report from the Regional Program on Enterprise Development (RPED) concluded that current policies in many African countries undermine attempts towards increases in productivity and levels of efficiency at international prices.

China's Energy and Environmental Issues and the Necessity for International Cooperation in Northeast Asia
This research is one of the sub-projects of the comprehensive research project: Monetary Union in East Asia. The common issues and tasks shared by China, South Korea and Japan regarding energy include: (1) securing a stable supply of energy, while controlling its impact on the environment, in order to maintain sustainable economic development; (2) urging North Korea, which is geographically located in the center of Northeast Asia, to promote reforms and open-door policies and to cooperate in securing the energy which will be the basis for North Korea's economic development while preventing any negative impact such development may incur on the environment. In the Russian Far East and China, there exists a vast supply of untapped energy resources, including clean natural gas, "the energy for the twenty-first century." However, expensive development costs and poor transportation infrastructure have been obstacles to the use of these resources. Even if we were only to take up the issue of developing and utilizing natural gas, it can still be said that there is a strong necessity and possibility for cooperation among nations in Northeast Asia in the field of energy and environment. If cooperation in the field of energy and environment is successfully established in Northeast Asia, it will be useful for the region's confidence building and will play a leading fundamental role in creating a monetary union in East Asia. To this end, this research will explore concrete schemes for cooperation in the energy and environment field in hopes of bringing more benefits to the nations concerned.

Why Energy Conservation Doesn't Happen
Programs to conserve energy or increase efficiency won't lead to lower energy in the long run, say natural resource economists. Such efforts ignore the truth observed by the father of quantitative economics, Stanley Jevons, more than a century ago: greater efficiency produces more energy use, not less.
  • Jevons noted that after James Watt's steam engine replaced the hugely inefficient Newcomen engine in late-18th century Scotland, coal consumption initially fell by one-third but then increased tenfold between 1830 and 1863.
  • Later the Bessemer steel process, "one of the greatest fuel-saving innovations in the history of metallurgy" according to Nathan Rosenberg of Stanford University, dramatically reduced the fuel requirements for steel production but the amount of coal used in steelmaking rose rapidly.
  • More recently, when Denmark mandated energy-efficient appliances in the late 1970s, energy use by the new appliances dropped by 25 percent for new washing machines and 31 percent for new freezers but total domestic consumption of electricity rose by about 20 percent between 1978 and 1986.
Greater efficiency leads to increased energy consumption, say experts, because increased efficiency lowers costs, which makes goods more affordable increasing demand.

Enviromental Issues Hydrogen is the most abundant element in the universe and exists primarily in combination with other chemicals; water is an example of a substance containing hydrogen. Hydrogen can be produced through the electrolysis of water, in which electricity can be used to separate water (H O) into hydrogen and oxygen. Once the hydrogen has been produced it can be stored in several forms, including gas, liquid, and solids. Hydrogen Technology Applications, Inc.'s method of producing hydrogen is to use the water electrolysis process. Hydrogen, produced via water electrolysis (Hydrogen Technology Applications, Inc.'s method) is a zero emission fuel. When the electricity, used to generate the hydrogen, is produced through clean technologies like solar panels and wind turbines the electricity generation also has no harmful emissions. When the hydrogen fuel is consumed in a fuel cell or hydrogen internal combustion engine, the emissions are essentially nothing more than steam. By using renewable electricity, water electrolysis and hydrogen fuel, the whole process from fuel creation to the end use of the fuel, be it to power a car or heat a home, has no adverse impact on the environment. The use of hydrogen as a fuel is an excellent method of reducing and eventually eliminating ground level ozone (smog), regional acid rain and global effects of climate change due to greenhouse gases.
