There are three Regional Drug Enforcement Offices that investigate major drug cases such as trafficking, smuggling, clandestine laboratories and major drug distribution organizations. These offices are located in Savannah, Macon and Gainesville. Thirteen Multi-Jurisdictional Drug Task Forces are supervised by GBI personnel. They are the Altahama Drug Task Force, the Appalachian Multi-Jurisdictional Task Force, the Cherokee Multi-Agency Narcotics Squad, the East Central Drug Task Force, the Hall County Multi-Agency Narcotics Squad, the Ocmulgee Drug Task Force, the Oconee Dublin Drug Task Force, the Piedmont Northern Multi-Agency Narcotics Squad, the State Drug Task Force, the South Georgia Drug Task Force, the Tallapoosa Judicial Circuit Task Force, the Tri-Circuit Multi-Jurisdictional Task Force, and the West Georgia Drug Task Force. The Governor's Task Force on Drug Suppression (GTF) combats the growth of domestic marijuana on a statewide basis. In addition to the GBI, this task force is comprised of the Georgia State Patrol, Georgia Department of Natural Resources, Georgia Department of Transportation, and Georgia National Guard. Marijuana eradication is a year round effort by GTF, which focuses on outdoor plots from April through October and indoor marijuana operations year round. The GBI is the accredited Drug Abuse Resistance Education (DARE) training agency for Georgia. As such, the GBI DARE Unit has the responsibility of conducting DARE Officer Training Seminars in Georgia. These seminars are conducted with the Georgia Department of Education. Local, state and federal law enforcement officers are trained in the delivery of the DARE curriculum to fifth grade and junior high school students throughout the state.

About the I.D.E.O.A.
The Illinois Drug Enforcement Officers Association is a non-profit association founded in 1989. Currently, the association is governed by a Board consisting of supervisors from the Chicago Police Department, Lake County Metropolitan Enforcement Group, DuPage County Metropolitan Enforcement Group, Joliet Metropolitan Area Narcotics Squad, Cook County Sheriff’s Police, Illinois State Police and the Drug Enforcement Administration. The association believes effective narcotics enforcement is predicated on establishing viable lines of communication and coordination of efforts among drug law enforcement entities. We strive to provide narcotics enforcement personnel with training appropriate to their mission. To this end, we hold statewide training sessions each year, which in the past, have included subjects such as the Erosion Process and Police Corruption, Courtroom Survival Techniques, Developing and Handling Informants, Undercover Operations, and Clandestine Laboratories. The membership is composed of those sworn law enforcement officers whose primary responsibility is the enforcement of narcotics laws in the State of Illinois. Membership includes a membership card and welcome letter. During the year, you will also receive fliers on IDEOA training programs being held throughout the state as well as information on IDEOA's annual training conference.

OVERALL: Federal Drug Sentences Substantially Down

Prison sentences for those convicted of federal drug crimes declined significantly in the 1992/1998 period, according to data obtained from the Justice Department, the Administrative Office of the U.S. Courts and the U.S. Sentencing Commission. (See discussion Data from the Department's Executive Office for U.S. Attorneys show that the average federal sentences went from 86 months in fiscal year 1992 to 67 months in 1998, a drop of 22 percent ( graph and table ). Declines registered by the Courts and the Sentencing Commission were similar, although somewhat less precipitous ( table ). Definitional differences means that year-by-year counts of the three institutions were not the same, but the parallel trends found in the data strengthen the conclusion that there has been a systemic drop in drug sentences at the federal level. The decline appears to have begun during the last year or so of the Bush Administration and then continued during the Clinton years. Several factors may explain the drop. For example, federal prosecutors may be persuading more drug defendants to cooperate. Under the Sentencing Guidelines, defendants who provide useful information usually get less time. Another factor may be the 1994 "safety valve" law giving federal judges more discretion in sentencing low level drug offenders.

THE DRUG ENFORCEMENT ACADEMY
A Practical Series for All Law Enforcement Officers After decades of work, the "war on drugs" rages on. The courts and the media tell dealers and smugglers how we work, and they get better and better at avoiding detection. Drug forms change, and few expected the sudden proliferation of clandestine labs that occurred in the '90s. Unfortunately, far too many officers know far too little about drug traffic, what they can do about it, and what it can do to them. No longer should we rely on "the Narcs" to handle the problem for the rest of us, yet specialized drug investigation units are still a very necessary part of the effort. Drugs cross all socio-economic lines, and all areas of criminal enterprise. All professional officers need to be aware of what is going on in the world of drug dealing, and what they can do as part of a drug task force, assisting a drug unit, or going into homes as part of other investigations or patrol efforts. With these concerns in mind The Law Enforcement Training Institute has created The Drug Enforcement Academy, as a way for all law enforcement officers to improve their ability to work effectively against drugs. The Academy is a series of practical courses that offers information and skill development that can be used every day on the street. It will also deal with issues that supervisors need to be aware of, in order to keep their drug units from becoming a liability instead of a benefit.
