District of Columbia
To award credit for compliance with the District's compulsory school attendance law, independent, private and parochial schools must submit satisfactory evidence to the Superintendent of Schools that the amount of instruction, character of instruction, qualifications of staff and other conditions, such as class size, facilities, counseling services, and attendance recordkeeping, are acceptable to the Board of Education. D.C. Municipal Regulations 2100.2. Registration/Licensing/Accreditation: The District of Columbia Board of Education is responsible for establishing requirements to govern acceptable credit for studies at independent or private schools. D.C. Code Ann. 31-402(d). Schools must provide satisfactory evidence to the Superintendent of Schools that the amount of instruction, character of instruction, qualifications of staff and other conditions, such as class size, facilities, counseling services, and attendance record-keeping are acceptable to the Board. D.C. Municipal Regulations 2100.2. Institutions that submit proof of accreditation or that they are undergoing the process of accreditation by an accrediting body approved by the Board will be deemed to have presented satisfactory evidence. D.C. Municipal Regulations 2100.3. The parochial nature of an educational institution or sectarian nature of instruction cannot be a factor for the Board's determination. D.C. Municipal Regulations 2100.5. School approval for attendance purpose is contingent on the maintenance and submission of attendance records to the D.C. Board of Education. D.C.     Forty-seven states and the District of Columbia have a separate special education certificates or endorsements for the education of hearing-impaired students. (Montana, New Mexico and Washington do not.) Some states recognize that training special education teachers alone may not be enough to provide students with the help they need. For example, California passed legislation in September 2000 requiring the state’s Commission on Teacher Credentials to issue standards for a specialization in counseling hearing-impaired pupils.

    Overview
    This ECS StateNote examines policies across the states dealing with charter school teachers and answers the following questions: Do teachers in a charter school have to be certified? What sets teacher salaries? Does the state require school districts to grant teachers a leave of absence to teach in a charter school? Do teachers in each of a state’s charter schools have equal access to the public school teachers’ retirement system? Are charter schools bound by school district collective bargaining agreements?
    Summary
    Based on the information in this ECS StateNote In 21 states and Puerto Rico, all of the teachers in a charter school have to be certified. In 11 states, at least a portion of a charter school’s teaching force has to be certified. In 5 states and the District of Columbia, no teachers in a charter school have to be certified. In 24 states and the District of Columbia, charter schools set teacher salaries. In 10 states, collective bargaining agreements set teacher salaries. In 3 states, the primary decisionmaker for teacher salaries varies. In Puerto Rico, the statewide salary schedule sets teacher salaries.

    Students preparing to enter the teaching profession should inform themselves concerning teacher certification levels and teacher qualification levels.
    Certificate of Qualification
    Teacher Certification Possession of a certificate of qualification to teach is mandatory for teaching within public elementary or secondary schools of British Columbia. The Teaching Profession Act has assigned the authority to the British Columbia College of Teachers to issue teaching certificates and to determine the classes of certificates of qualification issued. Persons convicted of, or given an absolute or conditional discharge on, a criminal offence and considering a teaching career, should write the Registrar, BC College of Teachers for clarification of their status before undertaking a teacher education program. The Faculty reports to the BC College of Teachers at the end of each session the names of students who have satisfied requirements for BC teacher certification. This report includes a copy of each student's UBC transcript but does not include copies of transcripts from any other institutions. Those not wishing to have their status reported and their transcripts forwarded to the college should inform the Associate Dean, Teacher Education, in writing at least one month before they complete teacher certification requirements. Current information concerning the membership and certification requirements of the College can be obtained by writing directly to the British Columbia College of Teachers, 405-1385 West 8th Avenue, Vancouver, BC, V6H 3V9, telephone (604) 731-8170. Information will also be available from the Teacher Education Office, Faculty of Education, Scarfe 103.

    Admission
    To be accepted into any teacher education program, students must achieve a minimum 2.75 cumulative grade point average and pass assessment tests in mathematics and communication skills. To continue in an education major, students must comply with the progression criteria stipulated by the education department, maintain a cumulative grade point average of 2.75, earn grades of C or higher in all education courses applied to the major as well as in the support courses ENG 243 and MTH 105 when the major requires these courses. Transfer students must meet the same teacher education requirements as students who enter Salve Regina in their freshman year. This means that all grades that transfer students earn at their former colleges or universities must be calculated to determine their cumulative GPA. This GPA must be a minimum of 2.75 for acceptance into, and continuation in, a teacher education program. Students who meet all the other eligibility criteria for admission to a teacher education program must present before a panel their evidence that demonstrate an understanding of the Rhode Island Beginning Teacher Standards.
