The Office of the Inspector General is the executive branch's equivalent of the City Council's DC Auditor. The Inspector General investigates accusations of waste, fraud, mismanagement, and corruption in the District government. If the office discovers matters that are possibly criminal, it refers them to the US Attorney for the District of Columbia, or possibly to the Corporation Counsel, for prosecution. Otherwise, the Inspector General has the power to write and issue reports on its findings. The Office was made independent of the Mayor by the same federal legislation that created the DC Financial Responsibility and Management Assistance Authority, the Control Board. The current acting Inspector General is Charles C. Maddox, who was appointed on April 14, 1999. Washington, D.C. 20002 Dear Dr. Vance: Enclosed is the final report on the "Audit of Property Donated to the Government of the District of Columbia" (OIG-00-1-07MA). The objective of our audit was to determine whether donated property given to District of Columbia Public Schools (DCPS) was properly controlled, safeguarded, accounted for, and used for the intended purpose(s) for which it has been donated. Our audit covered fiscal years 1997 through fiscal year 1999 for property donated from private sources, and from January 1998 through February 2000 for property donated by the federal government. For school years 1997-1999 alone, two major food chains donated nearly $880,000 in supplies and equipment to participating District schools. Computer equipment donated by the United States Treasury Department to five District schools selected for examination had an original acquisition value of nearly $435,000. We selected 84 pieces of equipment that were donated by the food chains. Equipment was selected based on value and the likelihood that it may be subject to loss. With the exception of five items, all donated items were found and located on school premises. However, our examination of 287 items of federal computer equipment selected was not as successful. For the 287 computer equipment items, schools were only able to account for 35 items, or only 12 percent of the equipment they supposedly received.

Definition of Charter Schools The New York Charter Schools Act
Charter schools get their name from the fact that they are schools operated according to a charter or plan that describes how they will function, including their educational philosophy and approach and their financial operation. Any charter school opened under the provisions of this law will have the flexibility to operate free of many State and local educational laws and regulations. But charter schools will be held accountable to the provisions of the charter school law, the provisions of the charter authorized for the school, and the same health and safety, civil rights, and student assessment requirements applicable to other public schools. Top of Page How Charter Schools Are Formed Under the new law, charter schools are public schools funded by tax dollars according to formulas described in the legislation. Any teacher, school administrator, parent or community resident, or a group of such individuals, may apply to establish a charter school. Such individuals or groups may apply to establish charter schools in conjunction with colleges, universities, museums, libraries, not-for-profit corporations, or for-profit businesses or corporations. In addition, existing public schools may elect to convert to charter schools. Existing private or nonpublic schools, however, may not convert to charter schools.

Charter Schools
NEA policy embraces high standards, accountability and strong local control for charter schools. It also offers guidance in the form of various criteria that can significantly improve the chances for success of these programs, which after 10 years are still in the experimental stage. Among other things, NEA firmly believes that all affected public education employees must be directly involved in the design, implementation and governance of these and other educational programs.
Failures spur review of charter school laws
Charter schools are part of the landscape of public education. According to the Education Commission of the States, as of August 2001 there were more than 2,300 public charter schools serving more than 500,000 students nationwide. The Commission reported that 37 states, the District of Columbia and Puerto Rico have laws providing funding and permitting charter schools to operate. However, many of those statutes are being revisited and revised in light of a number of charter school failures, some with disastrous consequences for students. NEA's position on charter schools is necessarily general. State laws and regulations vary widely, and NEA state affiliates have positions that are appropriate to the situation in their states. For example, accountability for meeting high academic standards is an essential component of successful charter schools. But not all state charter laws have strong accountability requirements. In addition, not all state laws require charter schools to develop programs conforming with state or local academic standards, and many charter laws do not require charters to participate in the state accountability system.

Press Release After the Day of National Concern, 1997
On Thursday, November 6, 1997, in schools across America, young people made a strong collective statement renouncing the violent use of guns. Students from New York, Bridgeport, Chicago, Seattle, Atlanta, Miami, Milwaukee, Minneapolis, Phoenix, Oakland, Richmond, the District of Columbia, and hundreds of communities in between signed a simple and voluntary Pledge: "I promise that I will never carry a gun to school; I will never use a gun to settle a dispute; and I will use my influence with my friends to keep them from using guns to settle disputes." The Pledge is followed by an acknowledgment of the power of this decision: "My individual choices and actions, when multiplied by those of young people throughout the country, will make a difference. Together, by honoring this pledge, we can reverse the violence and grow up in safety." The initiative grew out of a chance meeting in a hallway in the Hart Senate Office Building between then-Senator Bill Bradley and Mary Lewis Grow, who initiated the idea. In 1996, Senator Bradley, who serves as Honorary Chair of the observance, introduced a bipartisan Senate Resolution calling for a Day of National Concern about Young People and Gun Violence and a national distribution, on that day, of the Student Pledge Against Gun Violence.

- Three local schools teamed up with the Education Department of the Columbia Museum of Art to produce a student exhibition in the Education Gallery of the Museum on view through March 15, 2002.
Based on themes and artistic approaches expressed in the Museum's new exhibition, Testimony: Vernacular Art of the African-American South , three teachers from three schools collaborated with the Museum's Education Department to develop lesson plans that resulted in a student show called Witness Art.
The schools and educators that participated in the project are: Jill Baltzell Delmae's fourth grade class from Heights Elementary, Florence District 1; Vic Cain's eighth grade class from E.L. Wright Middle School, Richland School District 2 and Julie Thornberry's sixth grade class from Sandhill Intermediate School, Lexington District 4.
"It is a pleasure to work with teachers that inspire not only excellent work from their students, but also foster an understanding and appreciation for the art, the time period and the motivation of the artists that they studied in conjunction with the exhibition, Testimony: Vernacular Art of the African-American South ," said Columbia Museum of Art Studio Program Coordinator Tudy Clark. "The students' works display an ability to communicate events in their own lives using different medium."

Alcoholic Beverage Regulation Administration ABRA educational materials are available and disseminated to District of Columbia schools. Visits by ABRA investigators and staff are made to discuss the effects and consequences of alcohol use. ABRA provides merchant and server training seminars help licensees establish acceptable standards of practice for selling and serving alcoholic beverages. ABRA enhances the general public's knowledge of ABRA laws, regulations and services through town meetings and educational materials at fairs and exhibits.
