If the office discovers matters that are possibly criminal, it refers them to the US Attorney for the District of Columbia, or possibly to the Corporation Counsel, for prosecution. Otherwise, the Inspector General has the power to write and issue reports on its findings. N.E., Suite 9026 Washington, D.C. 20002 Dear Dr. Vance: Enclosed is the final report on the "Audit of Property Donated to the Government of the District of Columbia" (OIG-00-1-07MA). The objective of our audit was to determine whether donated property given to District of Columbia Public Schools (DCPS) was properly controlled, safeguarded, accounted for, and used for the intended purpose(s) for which it has been donated. Our audit covered fiscal years 1997 through fiscal year 1999 for property donated from private sources, and from January 1998 through February 2000 for property donated by the federal government. For school years 1997-1999 alone, two major food chains donated nearly $880,000 in supplies and equipment to participating District schools. Computer equipment donated by the United States Treasury Department to five District schools selected for examination had an original acquisition value of nearly $435,000. We selected 84 pieces of equipment that were donated by the food chains. Equipment was selected based on value and the likelihood that it may be subject to loss. With the exception of five items, all donated items were found and located on school premises. However, our examination of 287 items of federal computer equipment selected was not as successful. For the 287 computer equipment items, schools were only able to account for 35 items, or only 12 percent of the equipment they supposedly received.

General Information About Charter Schools in New York State Definition of Charter Schools How Charter Schools Are Formed Charter School Employees and Collective Bargaining Definition of Charter Schools The New York Charter Schools Act Charter schools get their name from the fact that they are schools operated according to a charter or plan that describes how they will function, including their educational philosophy and approach and their financial operation. Any charter school opened under the provisions of this law will have the flexibility to operate free of many State and local educational laws and regulations. But charter schools will be held accountable to the provisions of the charter school law, the provisions of the charter authorized for the school, and the same health and safety, civil rights, and student assessment requirements applicable to other public schools. It also offers guidance in the form of various criteria that can significantly improve the chances for success of these programs, which after 10 years are still in the experimental stage. Among other things, NEA firmly believes that all affected public education employees must be directly involved in the design, implementation and governance of these and other educational programs. Failures spur review of charter school laws Charter schools are part of the landscape of public education. According to the Education Commission of the States, as of August 2001 there were more than 2,300 public charter schools serving more than 500,000 students nationwide. The Commission reported that 37 states, the District of Columbia and Puerto Rico have laws providing funding and permitting charter schools to operate. However, many of those statutes are being revisited and revised in light of a number of charter school failures, some with disastrous consequences for students. NEA's position on charter schools is necessarily general. State laws and regulations vary widely, and NEA state affiliates have positions that are appropriate to the situation in their states. For example, accountability for meeting high academic standards is an essential component of successful charter schools. But not all state charter laws have strong accountability requirements. Students from New York, Bridgeport, Chicago, Seattle, Atlanta, Miami, Milwaukee, Minneapolis, Phoenix, Oakland, Richmond, the District of Columbia, and hundreds of communities in between signed a simple and voluntary Pledge: "I promise that I will never carry a gun to school; I will never use a gun to settle a dispute; and I will use my influence with my friends to keep them from using guns to settle disputes." The Pledge is followed by an acknowledgment of the power of this decision: "My individual choices and actions, when multiplied by those of young people throughout the country, will make a difference. Together, by honoring this pledge, we can reverse the violence and grow up in safety." The initiative grew out of a chance meeting in a hallway in the Hart Senate Office Building between then-Senator Bill Bradley and Mary Lewis Grow, who initiated the idea.
