April 8, 2003 Monthly Board Meeting Agenda
The Lexington County School District One Board of Trustees expects a larger than normal public turnout for its April 8th meetings.
As a result, the meetings will take place in the cafeteria of Lake Murray Elementary School located at 205 Wise Ferry Road.
The board’s budget workshop/special board meeting and first reading of the district’s 2003–2004 budget takes place this Tuesday, April 8, at 6 P.M.
The board will also hold its regular monthly board meeting at Lake Murray Elementary at 7:30 P.M.
Parents or staff who want to speak to the board regarding budget cuts, etc. can do so during the Citizens’ Participation portion of the regular board meeting at 7:30 P.M. There is no Citizens’ Participation portion at the workshop. Directions to Lake Murray Elementary School:

The College Board U PWARD B OUND P ROGRAM In Partnership with The Catholic University of America The District of Columbia Public School System Department of Education contents overview Designed to provide academic support to 70 District of Columbia Public School students in grades 9-12, who meet the guidelines for low-income and first generation college students. The major goal of this program is to demonstrate that given appropriate academic support, students can succeed in Advanced Placement courses and exams. An Individualized Prescriptive Educational Plan is developed and implemented for each student. Intensive academic enrichment using the “best components” of various College Board programs and services are provided to students through Academic Saturday Academies, Weekly Tutoring, Cultural Enrichment, and a Summer Residential Institute on a university campus. Students receive a monthly stipend for their participation in the program. Parent workshops are, also, an integral part of the program.

EDUCATION RECRUITMENT DAY is an opportunity for graduating teachers and school counselors, in addition to graduating B.S./B.A. students, interested in teaching, to mingle and discuss opportunities with educational recruiters from several school systems from the Washington metropolitan area and surrounding regions. The morning will provide a job fair format where candidates are free to talk with representatives on an informal basis from 10am - 12pm. Where there is a mutual interest, there will be opportunities for educational recruiters to schedule half hour individual interviews from 12:30 PM to 4:00 PM, also in the SUB II Ballroom.
  • There are no fees or pre-registration. Participants will be asked to sign in when they arrive.

Introduction
The District of Columbia Financial Authority was created by the U.S. Congress in 1995 to repair the District of Columbia’s failing financial condition and to improve the management effectiveness of government agencies. The Authority has identified public education, along with public safety and some activities in public works, as priority areas. In November 1996, the Authority overhauled the governance and administration of the District of Columbia Public Schools (DCPS). After issuing a scathing report on the quality and management of the District’s schools, the Authority removed the superintendent and stripped the Board of Education of most of its power to control the schools. In their place, the Authority appointed a new Chief Executive Officer and an Emergency Board of Trustees to run and oversee the schools. This article describes the condition of the District’s public schools that caused the Authority to take such a bold action. Next, it outlines the unique nature of the financing of the District’s public schools, and then briefly discusses higher education in the District and the Authority’s efforts to address problems at the University of the District of Columbia.
