The Delaware City School District is a quality-focused educational system with a comprehensive curriculum designed to meet the learning needs of all students. Five elementary schools, two middle schools and a high school serve over 4,300 students yearly. Extensive expansion and renovation of the high school was completed in January, l998. Renovation of Willis Intermediate school, serving grades 5 and 6, was completed in September, l997. The new John C. Dempsey middle school opened in August 2000 to house grades 7-8. The district technology center provides students and staff the opportunity to explore, understand, and use the technology that has become an integral part of our world. A K-12 gifted and talented program serves students with outstanding abilities. Educational options include post-secondary and concurrent college enrollment, advanced placement classes, ROTC, and a strong vocational/technical program. The district's School Age Child Care program (SACC) serves working parents with child care before and after school at the elementary and middle schools. Speech and language therapy and extensive psychological services are provided in all grades. KIDS FIRST! serves preschool children in a program that integrates children with special needs with their typically developing peers. Approximately 60 percent of graduates go on to two or four year colleges and universities. Both SAT and ACT scores of college bound students are above state and national averages.

State Initiatives for Foreign Language Instruction
    Vickie Lewelling and Jeanne Rennie
Forty states had some kind of second language mandate (for example, requiring schools to offer at least two years of a foreign language to all students). Some of these states required second language study only for advanced or honors diplomas or for college-bound students. Despite 40 states having a second language mandate, foreign language supervisors in only 27 states described foreign languages as being part of their state's core curriculathat is, having equal status with the other major disciplines. Only nine statesArizona, Arkansas, Florida, Louisiana, Montana, New York, North Carolina, Oklahoma, and Oregonincluded second language study in their core curricula at the elementary school level. Of the 49 states (all but Pennsylvania) that had developed or were developing academic content standards, 40 included content standards or competencies for foreign languages. Of the 39 states that had developed or were developing academic performance standards, 19 included foreign languages in their standards.

    Overview
The Compact for Learning and Citizenship is an organization of state chiefs and superintendents committed to linking school-based service and service-learning to K-12 curriculum and to organize schools to maximize community volunteer efforts. Goal 1 Service and Service-Learning Compact members recognize the value of engaging students in service activities that are attached to the curriculum and meet local community needs. Recent studies clearly show that students involved in community service-learning not only tend to be more involved and better citizens, but also significantly improve their academic knowledge and skills. Service and service-learning should be integral components of all K-12 studentsÂ’ study. K-12 teachers should be provided the formal opportunity to understand the principles and good practices of service-learning . This can occur in pre-service teaching training and/or in-service professional development. Service-learning is an effective pedagogy to meet national, state, and local education initiatives (e.g., safe and drug free schools, school-to-work, Goals 2000, education reform, etc.). Goal 2 Maximizing the Efforts of Community Volunteers Compact members are committed to providing high-quality opportunities for citizens to volunteer in K-12 schools. Members understand the value of volunteers and the role they play in assisting both students and teachers to succeed.
