Clayton Elementary is one of 80 public schools participating in the RIF Delaware Initiative , a five-year statewide program aimed at encouraging preschoolers and first graders to learn to love reading by providing them with new, free books of their own choosing; motivate them to read for fun; and encourage parents to become involved in their children’s literacy development. By the end of 2002, the program is expected to serve 70,000 Delaware children. The two components of the initiative are RIF’s highly successful reading motivation program called Running Start, which serves every first grader in the state’s public elementary schools, and RIF’s National Book Program , which places new, free books in the hands of every preschooler in the state’s Head Start, Even Start, Partners As Teachers and Early Childhood Assistance Programs. State computers are used to determine the eligibility of beneficiaries and the disbursement of payments. In addition to supporting the administration and oversight of these programs, computers help make sure that eligible beneficiaries get the services they need and pay providers of these services such as foster care and child care. State computers are used to identify and locate delinquent non-custodial parents and collect child support payments. The five programs, operated by the States and territories, receive over $30 billion in federal funds to promote the economic and social well-being of families, children, individuals, and communities. ACF has conducted on-site assessments in fifty-five jurisdictions to evaluate the Y2K compliance of the operations of the five high impact programs. ACF visited the 50 States, the District of Columbia, Puerto Rico, Guam, American Samoa and the Virgin Islands to assess information systems. As of mid-November 1999, 26 jurisdictions are at low risk for possible problems in all five program areas, 23 are at medium risk in one or more areas, while 6 jurisdictions are currently at high risk in one or more programs. The late-eighteenth century saw the popularization of pasting verses, sketches, and watercolors into books, and the proliferation of chromolithographic "scraps" in the Victorian era turned producing these books into a bona fide recreation. When women combined journalistic narrative with colorful ephemera and memorabilia from their lives, these creative collages reveal fascinating self stories. Georgina Maria Cooper Copybook and poetry scrapbook, 1866-1900. 1 volume (187 pp.) from Diaries, Journals, Ships' Logs The copybook Georgina Cooper kept as a schoolgirl included lines copied for penmanship, sums, "miscellaneous exercises," rhymes, biblical verses, and dialogs "spoken by girls and boys at Ebenezer Church." Numerous deaths and marriages are copied from the Delaware Republican , a Kent County, Delaware, newspaper. On January 1, 1871, Georgina Cooper lists herself as teacher and identifies her pupils for School District No. 29 in Hollandsville, Delaware. In the later 1870s, Cooper continues her copy work with essays, poems, and hymns from camp meeting books. Earlier today, John C. Carney Jr., Lieutenant Governor, Valerie A. Woodruff, Secretary of Education, and Cari DeSantis, Secretary of the Department of Services for Children, Youth and Their Families released the results of a four-year study on the effects of early intervention programs dedicated to educating preschool children in poverty as well as preschool children with disabilities. In 1997, the Delaware Early Childhood Longitudinal Study was developed and administered by the University of Delaware to track the progress of children receiving these services to determine the outcomes of the early intervention programs. Seven hundred seventeen students, one-third with a disability, one-third living in poverty, and one-third from the general population, were followed over four years since their entry into kindergarten.
