Information Technology in Cuba Who Uses IT? Introduction Although access to IT in Cuba has become available in universities, governmental agencies, foreign embassies and foreign business interest facilities, the average Cuban citizen does not have personal access to IT in Cuba for a variety of reasons including cost and lack of adequate infrastructure. Household IT Usage Estimates of Cuban computer usage vary widely by source. The Cuban government projects that there is one computer for every 100 Cuban citizens and 40,000 Cubans (excluding students and tourists) have Internet access. However, the International Telecommunications Union (ITU) recently estimated that 60,000 Cubans have Internet access . Public Internet access is still very limited, as users must prove they are engaged in research or belong to an accredited institution. Internet access is limited to those deemed to be involved with the country's growth and development. Access is voted upon by a government committee comprised of representatives from the Interior, Justice and Armed Forces ministries. The Cuban government is planning to sponsor Youth Computer Clubs that will provide Internet access to 150 youth clubs and more than 2,000 post offices.

Prev Next Sec. 6081. - Findings The Congress makes the following findings: Individuals enjoy a fundamental right to own and enjoy property which is enshrined in the United States Constitution. The wrongful confiscation or taking of property belonging to United States nationals by the Cuban Government, and the subsequent exploitation of this property at the expense of the rightful owner, undermines the comity of nations, the free flow of commerce, and economic development. Since Fidel Castro seized power in Cuba in 1959 - (A) he has trampled on the fundamental rights of the Cuban people; and (B) through his personal despotism, he has confiscated the property of - (i) millions of his own citizens; (ii) thousands of United States nationals; and (iii) thousands more Cubans who claimed asylum in the United States as refugees because of persecution and later became naturalized citizens of the United States. It is in the interest of the Cuban people that the Cuban Government respect equally the property rights of Cuban nationals and nationals of other countries.

Residents say the government supporters are all members either of the Department of State Security (DSE) or of the Rapid Response Brigades, a government paramilitary group composed ostensibly of citizens who respond spontaneously to threats against the revolution. Police attack A peaceful demonstration in Cuba to commemorate the deaths of over 30 tugboat passengers turns ugly. The dissidents, who profess nonviolence, sang the national anthem throughout the ordeal, while their aggressors yelled "Shut up, whores" and also called them thieves and delinquents.

Chief of the U.S. diplomatic mission in Cuba, Vicki Huddleston According to a report in Thursday's, El Nuevo Herald , on February 13, the Cuban Ministry of Foreign Relations (MINREX) summoned the Chief of the U.S. Interests Section , Vicki Huddleston, to its Havana headquarters to relay its strong objections to remarks made by Huddleston earlier in the week.
The Havana government publicly questioned whether Huddleston’s comments were merely a reflection of her own views and whether they were consistent with official U.S. policy. In a telephone interview with El Nuevo Herald , a high-ranking State Department official put the matter to rest by stating "we back what Huddleston said 100 percent." The U.S. official noted that Huddleston also brought up the issue of human rights at the meeting with the Cuban officials.

Tuesday, August 06, 2002 A transport ship belonging to Cuba's state-owned maritime agency has been detained in Guinea over money owed to a small Canadian company. For two years, Mississauga-Ont.-based Adecon Ship Management has been pursuing the Cuban government in Canadian courts, seeking more than $3-million. Adecon says Havana failed to pay after it financed ship operations for Cuba's maritime business. Last year, a Federal Court ordered Cuba to pay. But the Cuban government has ignored the ruling, which was properly served Cuba by Canadian officials. Carrying a large load of steel that is apparently headed for Ghana, the m/v Lilac Islands sailed into the harbour at Conarky on July 24, the capital of Guinea, and was detained. The ship will be held until the Cuban government discharges its debts to Adecon, which on this ship amounts to more than US$275,000.

May 21, 2002 Mr. Chairman, members of the Committee, it is an honor for me to testify today before this committee of the United States Senate regarding the Bush Administration’s trade policy toward Cuba. I want to thank the Chairman for giving me this opportunity to testify before this committee. President Bush yesterday announced his Initiative for a New Cuba. The Initiative calls on the Cuban government to undertake political and economic reforms, and to conduct free and fair elections next year for the National Assembly. The Initiative challenges the Cuban government to open its economy, allow independent trade unions, and end discriminatory practices against Cuban workers. If the Cuban Government takes these concrete steps to open up its political and economic system, President Bush will work with the Congress to ease the ban on trade and travel between the United States and Cuba. With reform, trade can benefit the Cuban people and allow them to share in the progress of our time. Without major reform, unrestricted trade with Cuba only helps the Castro regime, not the Cuban people.

Miami, May 12, 1997.
After serving a 15-month jail sentence, due to an alleged crime of contempt, the Cuban regime set free, on Friday, May 9th, attorney Leonel Morejon Almagro, National Delegate to the Concilio Cubano.
Leonel Morejon Almagro had been detained by Fidel Castro's political police on February 15, 1996, in the midst of a repressive wave which led to the arrests of hundreds of activists, all members of the forum Concilio Cubano, a civic project composed by more than 150 organizations which had scheduled their first Assembly for February 24th of the same year.
Amnesty International classified him as a prisoner of conscience, asking for his freedom and several American Congressmen forwarded his candidacy to the Nobel Peace Prize, but the Cuban government kept him in Ariza prison, located in the distant province of Cienfuegos, for the 15 months duration of his sentence.
In a brief statement issued from Havana by activist Nery Gorotiza Campoalegre, it is advised that the leader of Concilio Cubano will take a one week rest period along with his family and, starting Thursday, May 15th, he will issue statements to the press.

Cuba's communist-run government announced Tuesday night it had rounded up several dozen opponents and confirmed new restrictions on U.S. diplomats amid worsening relations between the two countries.
An official statement read on state television's evening news accused the chief of Washington's diplomatic mission in Havana, James Cason, of trying "to foment the internal counterrevolution." Offices at the U.S. Interests Section were closed late Tuesday and attempts to reach American diplomats here for comment were unsuccessful. The U.S. State Department last week had reported the travel restrictions on its diplomats in Havana, but the Cuban government did not confirm the new measures until Tuesday. Havana's actions are just the latest in an increasingly ugly exchange of words between the two governments, which have had no regular diplomatic relations for more than four decades.

GAINESVILLE, Fla. - Despite U.S. efforts to curb its growth, the Cuban economy continues to develop, partly with the help of foreign investment that includes tourism and money sent from relatives living in United States, according to a University of Florida researcher. While 2001 was a dismal year for investment in the Cuban economy with less capital entering the island, foreign investment represents a growing part of the nation’s economy, according to research by Paolo Spadoni, a UF doctoral student in Latin American studies. However, the Cuban government dismisses the importance of foreign investment to avoid seeming dependent on outside monies, said Spadoni, who presented his findings Thursday at the 12th annual Association for the Study of the Cuban Economy in Miami. “Foreign investment has helped Cuba find new markets for its main products, increased the competitiveness of Cuban production and stimulated import substitution,” Spadoni said.

The United States and Turkey have resolved outstanding issues with respect to transporting through Turkey supplies of food and fuel to sustain coalition forces positioned in northern Iraq as well as humanitarian supplies, Secretary of State Colin Powell said April 2 during a press conference in Ankara with Turkish Foreign Minister Abdullah Gul.
In addition, Powell said, they agreed on a process to provide "early warning" of potential problems along the Turkish-Iraqi border. "We will rapidly form a coordination committee so that we monitor this closely," he said, "and we will also develop ways in the next several days to ensure that we understand how we would respond to a problem that might arise in northern Iraq that might affect Turkish interests."
In response to a question, Powell said they hope to settle "the issue of representation within the coordination group" within a week.
He also said "tensions have been lessened... As a result of close consultation, and as a result of the presence of our military personnel in the north and the control that is being exercised by General Franks in the region and our relationship with the Kurds, we have been able to stabilize the situation in a way that I think will keep the likelihood of a need for an incursion very much under control and a low probability."
