N e w R e p o r t Quarterly Crime Summaries These reports are transmitted to the City Manager at the request of the City Council on a quarterly basis. Since they may be posted here only after they have been received by the Council, a delay of two to four weeks after the end of each quarter should be considered ordinary. The Second and Third Quarter reports are now posted, and the fourth quarter will be ready soon. It is important to recognize that these reports show data of a preliminary nature, subject to change after being posted here.

    1995 vs 1996 I have heard for myself, Steve Hill and John Kilpatrick stand in the pulpit and state that the crime rate has dropped in Pensacola, due in part by the revival at Brownsville. The Pentecostal Evangel reported in their November 10, 1996, edition that "the crime rate has declined. "Different figures are being reported by different people, but the facts do not support these testimonies. Please note: Brownsville Assembly of God is not located in the City limits of Pensacola it is in Escambia County. The two times I heard for myself the crime rates quoted they made no reference to it being "Youth Crime Rate".

    On 08/21/1997: I spoke with Ginny Graybiel with the Pensacola News Journal about her Jan. 3, 1997 article entitled "Juvenile Crime Falls For The 1ST Time In 5 years" . She said "it was a long time ago and she didn't really remember all of her stats". She did say that "it was very confusing". She referred me to the State of Florida Department of Juvenile Justice. I also talked with Mike Morris the administrative assistant to the sheriff of Escambia County (Jim Lowman) . He said that he has gotten tons of calls from all over the US about the crime rate. Mr. Morris was very friendly and quite open. He told me that

    Annual Report Central Connecticut State University’s annual security report includes statistics for the previous three years concerning reported crimes that occurred on campus; in certain off-campus buildings owned or controlled by the University; and on public property within, or immediately adjacent to and accessible from the campus. The report also includes institutional policies concerning campus security, such as policies concerning alcohol and drug use, crime prevention, the reporting of crimes, sexual assault, and other matters. You can obtain a copy of this report by contacting the CCSU Division of Public Safety (CCSU Police Department) at 1615 Stanley Street, New Britain, Connecticut (06050) or you can download the report here. Crime Data The crime data is displayed in a format that mirrors that required by the Department of Education. This data includes all crimes reported to the CCSU Police that occurred on the CCSU campus and also in the residence halls on campus. However, particularly with respect to sexual assaults, many crimes are not reported to the police. Therefore, these statistics provide for inclusion of crimes reported to other campus authorities. To give a broader picture of crime on campus and its immediate environs, this data also includes crimes committed at campus remote facilities as well as those occurring near the campus. Hate crime statistics, and arrests and/or referrals for campus disciplinary action are also included.

    NORTON POLICE TARGET YOUTH STATE POLICE CRIME STATS SHOW By Frankie Vitino Discuss this story Norton City Police work the beat from the Wal-Mart parking lot to the city park always on the lookout for unusual youth activity or teenagers they know and suspect. A startling result is that the Norton Police Department officers are making nearly half of the juvenile arrests in the Wise County and Norton. It is a remarkable and an alarming trend when compared to the combined neighboring communities. Norton is a small community consisting of only 8.8% of the combined populations of Norton and the communities throughout Wise County according to the 2000 Census data. The 2000 Virginia State Police Crime Reports show Norton with having a record of making over 42% of the juvenile arrests in the Wise County court system. Norton's population is 3,904 compared to Wise County's 40,123. The difference is size makes reasonable explanations difficult for juvenile arrest rates approaching half of Wise County and Norton combined. Some officials write-off the startling statics with Norton being a popular youth culture hub; or, the convergence of U.S. 23 and U.S. 58-Alternate with Wal-Mart. The problem appears much larger and defies such simplistic explanation.

    Despite a decline in 1995, theft continues to be the top crime at the UA. "This a great shopping center for the outside community to come and get computers, bicycles and money," University of Arizona Police Lt. Brian Seastone said. There were 563 thefts in 1995 down from 668 in 1994, according to UAPD statistics. The decrease, Seastone said, can be attributed to students becoming more aware and pro-active in the protection of their possessions, calling police to report suspicious activity, and to the arrests that UAPD has made. Burglary is the conscious removal of material from buildings, Seastone said, but contrary to many student and parent opinions, the UA residence halls are not the most often hit. Most burglaries of residence halls involve laundry or smaller items taken when a door is left unlocked, for example, Seastone said. He said offices around campus are most often burglarized for high value items. Through August 1996, there have been 105 burglaries throughout campus, and 511 thefts, including bicycle thefts, Seastone said.

    For eight years Rudy Giuliani has manipulated and falsified crime statistics in order to depict himself as the nation's most successful crime fighter. Impressive statistics have provided his apologists with an "end jusjustifies the means" argument in response to the civil rights abuses so frequently identified with his administration. During the Reagan years Rudy Giuliani was the third-highest ranking official in the U.S. Justice Department. According to a statement the Mayor made on WABC radio during his weekly call-in show, compiling crime statistics was a big part of his assignment for the President.
    At the Department of Justice Giuliani learned the value of manipulating the numbers on crime.
    As Mayor, Giuliani used a computerized system called compstat to generate crime statistics, eventually making statistical results the entire goal of policing. Unlike actually lowering crime, for lower crime statistics all that's needed is control of the numbers. The extraordinarily large numbers of arrests seen in NYC during the past eight years had little to do with serious crimes that were taking place throughout the City. Often a wave of arrests would be ordered for no other reason than to show that the Mayor cared about an issue. Arrests were often politically or racially motivated.

    If you're one of the people who roll your eyes in disgust every time I refer to "America's Mayor"Rudolph Giuliani faking crime stats to make himself look good, here's the latest vindication for my claims. According to the NY Post article below the NYPD is investigating itself for faking crime stats by re-categorizing serious crimes - including murder and rape - as lesser ones in order to make it appear that crime went down. Rather than being an isolated incident or the misdeed of one precinct commander, the reality is that this was an official but unstated policy throughout the entire Giuliani administration. If you are skeptical about this article or would like to imagine it's a smear by Democrats, please note that the NY Post is NYC's most rightwing, pro-Giuliani and pro-NYPD newspaper.     Chief Emmett Turner today announced that crime in Nashville last year dropped 8.6% from calendar year 2001’s total, with murder, robbery, burglary, larceny and auto theft dipping to multi-year lows. Rape, which in 2001 declined to its lowest level since 1986, was up by one case last year. Aggravated assault was up 1% over 2001’s total. All totaled, violent and property crimes during 2002 dropped to their lowest levels since 1999. In a related major development, Chief Turner also announced that despite a nearly 2% increase in calls for police service from 2001 to 2002, response time (the time from when a call is answered at the Communications Center to the time an officer arrives on the scene) dropped by more than 20%. "The statistics we’re releasing today reflect very good news on Nashville’s crime front," Turner said.

    All totaled, violent and property crimes during 2002 dropped to their lowest levels since 1999. In a related major development, Chief Turner also announced that despite a nearly 2% increase in calls for police service from 2001 to 2002, response time (the time from when a call is answered at the Communications Center to the time an officer arrives on the scene) dropped by more than 20%. The 2002 statistics show that murder dropped to its lowest level since 1970; robbery and burglary dropped to their lowest levels since 1999; larceny (theft) dropped to its lowest level since 1991; and auto theft dropped to its lowest level since 1993. Robbery was the crime category showing the most substantial decrease from 2001 to 2002. It declined 18.3%. Detectives cite their success in arresting several serial robbers during the year as one major reason for the decline. The percentage probability of a citizen becoming the victim of one of the seven major crime categories continues to remain very low. The 2002 percentage probabilities for each category were: Murder (0.011%); Rape (0.18%); Robbery (0.37%); Aggravated Assault (1.05%); Burglary (1.295%); Larceny (4.40%); and Auto Theft (0.845%).
    During calendar year 2002, the men and women of the Metropolitan Police Department made 39,349 arrests, a 10.5% increase over the year 2001.
