Providing education to prisoners The History of Higher Education
in Prison In 1965, Congress passed Title IV of the Higher Education Act, which explicitly permitted inmates to apply for financial aid in the form of Pell Grants to attend college. The passage of Title IV allowed for the expansion of what had been a smattering of higher education programs in correctional facilities. The number of programs peaked in 1982 at over 350 available in 90% of the states. In the 1970s, studies were conducted to determine the achievements of correctional higher education. Success was measured by the rate of re-arrest and the offenderÂ’s ability to obtain and maintain employment upon release. The results were overwhelmingly positive, indicating that higher education was responsible for reducing an individualÂ’s chances of returning to crime, which in turn resulted in savings by reducing the costs of incarceration and victimization, and by providing skilled workers to the economy. In the early 1990s, elected officials began introducing legislation to prohibit federal tuition assistance to inmates. A counter-effort, started by educators, correctional officials, prison advocates, and prisoners themselves managed to stave off the legislation until 1994, when the Violent Crime Control and Law Enforcement Act effectively dismantled correctional higher education.

of the Sun-Sentinel In an unusual alliance, Broward County Sheriff Ken Jenne joined forces with Chief Assistant Public Defender Howard Finkelstein on Friday to decry proposed state budget cuts in juvenile crime prevention programs. "Now is not the time to cut funding. Now is the time to add funding," Jenne said at a briefing of law enforcement officials, prosecutors, treatment program providers and juvenile justice experts. The meeting, held at the Women in Distress auditorium in Fort Lauderdale, was designed to increase pressure on legislators in Tallahassee to restore proposed program funding cuts in the Department of Juvenile Justice's budget. Finkelstein, a self-proclaimed "bleeding heart liberal," moderated the discussion. "It's pretty safe to say, in general, sheriffs and public defenders are going to be on opposite sides of most issues," Finkelstein said. "But all of us are parents. And anybody who's ever raised a child knows kids can sometimes go down the wrong path. We also know that with the right type of education and treatment we can bring them back to the right path." The Child Welfare League of America and the Florida Children's Campaign estimate that $20 million in prevention programs are at risk in the state budget, although House and Senate committees this week were in the process of restoring some of the funds.

    Another result of the second Council of Europe Summit was increased co-operation to protect citizens and prevent crime.
    The Committee of Experts on Partnership in Crime Prevention (PC-PA) is assessing existing schemes in this area, with a view to preparing general guidelines which all the member states can use in planning their own crime prevention policies.
    The Committee of Experts on Early Psychosocial Intervention (PC-IN) is exploring ways of preventing (young) people from adopting criminal behaviour patterns, and is preparing recommendations for the relevant authorities on successful early psychosocial prevention schemes.
    The Committee of Experts on New Ways of Dealing with Juvenile Delinquency and the Role of Juvenile Justice (PC-JU) also contributes to this work on crime prevention.
    Under the Council's co-operation activities to strenghten the Rule of Law, seminars, advisory missions on legislation and study visits are organised to prevent crime and juvenile delinquency. A specific programme for the prevention of urban insecurity is being implemented in the CIS countries.

The National Center on Rural Justice and Crime Prevention seeks to stimulate the development of partnerships between local justice systems (e.g., law enforcement, courts, prosecutors) and residents, organizations, and institutions in rural communities and small towns to prevent and reduce crime and violence. The Center focuses on research, education, technical assistance, and information dissemination.
About the Center
With financial support from the U.S. Department of Justice's Bureau of Justice Assistance, the National Center for Rural Justice and Crime Prevention conducts research to determine unique challenges that rural communities and small towns face as they seek to keep their residents safe.
Although crime rates in rural communities are still not nearly as high as those in urban areas, crime is on the increase in many rural areas. Some rural areas have become increasingly vulnerable to crime and violence as residents have either left in search of work or taken multiple jobs to support themselves. Others have experienced problems as they have become more suburban and attracted new residents.

During the last decade, public fear towards young people has been channelled towards increasingly repressive policies. From curfews to so-called gang sweeps to court injunctions which strip individuals of basic civil liberties, young people are under more surveillance than any previous generation. WHAT WILL THE JUVENILE JUSTICE INITIATIVE DO?
The Initiative criminalizes youths of color, changes the focus of the juvenile justice system from rehabilitation to punishment, and increases the chances that young offenders might become hardened criminals. This anti-youth initiative contains the worst of many crime bills that were rejected by the state legislature in the past. In particular, provisions in the Initiative will:

Practicing Crime Prevention: Contributing to the Safety and Vitality of Your Community This curriculum will provide the concepts, strategies and benefits of crime prevention activities and facilitate participants to implement a local crime prevention plan. Through full participation in this training program, participants will be able to:

Crime and violence, including political violence, are big issues in South Africa. Public lack of confidence in the ability of the South African Police Service (SAPS) to address crime has manifested itself in the formation of vigilante groups, such as the People Against Gangsterism and Drugs (PAGAD) in the Western Cape, whose leader was recently murdered. Other citizen initiatives have followed on widely publicized cases in which armed robbers tortured or raped their victims. Recent crime statistics, however, indicate that crime rates are beginning to fall. In the meantime, police are scrambling to improve their crime prevention, investigative, and enforcement techniques, often with the help of community and business leaders. Crime and Juvenile Justice The Issue The major crime issues for the second session of the 107th Congress are: reauthorization of the juvenile justice program; reauthorization of programs in the 1994 crime bill, including the state criminal alien assistance program (SCAAP); the state prison grants program; and the Byrne block grant program. The Juvenile Justice Act of 1974 established a block grant to states for prevention and delinquency intervention programs. The Act has four requirements for states to meet in order to receive funds. The first is the sight and sound separation of juveniles from adults in any kind of detention setting. The second is the removing of juveniles from adult jails and lockups (currently within 24 hours). The third concerns the deinstitutionalization of status offenders; while the fourth addresses the issue of disproportionate minority confinement in the justice system. Within the appropriation act of 1997, Congress authorized the
