Gaffey was elected to a fifth term in the Connecticut State Senate in November of 2002. He represents the 13th Senatorial District and the residents of Meriden and Middlefield, as well as portions of Middletown and Cheshire. In January, for the fourth consecutive term, Senator Gaffey was appointed Deputy Majority Leader and Chairman of the Education Committee. That committee has cognizance of all matters relating to elementary and secondary education, the state Department of Education, local and regional boards of education, and collective bargaining for teachers and administrators. In addition, Senator Gaffey is vice-chair of the Higher Education and Employment Enhancement Committee and he's a member of the Legislative Management and Finance, Revenue and Bonding Committees. He is also a member of the New England Board of Higher Education, the Bushnell Education Committee, and the Education Committee of the National Conference of State Legislatures. Senator Gaffey has consistently maintained a commitment to his educational priorities. He successfully maintained high levels of Education Cost Sharing (ECS) grants and school construction funding for Connecticut cities and towns. He also provided additional funding for the state's vocational/technical high schools, Community Colleges, State Universities, and UConn.

The Connecticut Digital Library iCONN is part of the Connecticut Education Network . It provides all students, faculty and residents with online access to essential library and information resources. It is administered by the Connecticut State Library in conjunction with the Department of Higher Education . Through iCONN, a core level of information resources including secured access to licensed databases is available to every citizen in Connecticut. In addition, specialized research information is available to college students and faculty. iCONN began in 2000 when the Connecticut General Assembly provided funding for the purchase of licensed information databases for Connecticut's libraries, schools and colleges. The Digital Library was one of several recommendations by Lieutenant Governor M. Jodi Rell in the Fall of 1999. The Goals of iCONN are:

Right now, the General Assembly is putting together a new two-year state budget. Local public education will be shortchanged unless you convince your state legislators to fund it properly. The new state budget will affect your property taxes, quality of life, and the education of your children. The Governor’s proposed budget would provide some increase in state aid for local public education, but nowhere near enough to meet the needs of Connecticut’s public school children. More disturbingly, it pays for additional education aid by robbing other municipal grants. This will put enormous stress on municipal budgets and make it difficult for towns to maintain existing services.

How to Qualify for Connecticut Certification
The Connecticut General Statutes require a series of teacher assessments to assure that every prospective teacher has (1) essential skills in mathematics, reading, and writing; (2) subject knowledge competence; and (3) professional knowledge competence. Essential skills: in Reading, Writing, and Mathematics serve as the state-approved essential skills tests for prospective educators in Connecticut. Subject knowledge competence: Connecticut requires Praxis II: Subject Assessments in 26 subject areas as part of the testing requirement for subject knowledge competency.
Who Must Take the Praxis I: Pre-Professional Skills Tests
By state law, all individuals seeking (1) formal admission to a teacher education program or (2) certification in Connecticut must take and pass the Praxis I: Pre-Professional Skills Tests in Reading, Writing, and Mathematics OR meet the requirements of one of the State Board-approved waiver options. (Waiver information is available from the Connecticut State Department of Education.)

On the first day of the 2001-2002 school year, 3,754 students were greeted by administrators, faculty and support staff at our 6 schools. Among those greeting our students were 29 new teachers. Many of the new teachers replaced staff who had retired or resigned; other positions were added to accommodate the increased student enrollment at various grade levels or in certain subjects. Construction continued on 8 new classrooms at the elementary schools and was completed in the spring of 2002. An after-school program operated by the YMCA was initiated at Clintonville School. At the opening day for teachers, Superintendent Mary Jane Sheehy announced that Melissa Hudson, instrumental music teacher at Ridge Road, had been selected as North Haven's 2002 Teacher of the Year. In the aftermath of the September 11th tragedy, students at all levels showed their patriotism by collecting supplies to send to workers at the World Trade Center grounds; by writing to New York firefighters; and by raising money to help with relief efforts.
