Site Map November 2001 Left To Their Own Devices BY CHRIS DONNER Go Right To: Enabling Technologies And Development News Being a child of the PC revolution, I think of the Internet and the PC as being joined at the hip. But by many accounts the PC revolution is over and a new one is coming that of the Internet-enabled device. Be it refrigerator, portable bar code scanner, or PDA, task-specific devices threaten to overtake the more generic PC in utilizing the Internet to access services. One problem that stands in the way of IP-enabling your toaster is the ability to make services available to non-PC devices without cumbersome interfaces or network alterations. After all, consumers want their own devices: thats part of the beauty of the model. With PCs, you can have it in any color you want, but it must function as a word processor, address book, LAN terminal, graphic design tool, spreadsheet, MP3 player, etc. With a more task-specific device, the user is free to buy only an MP3 player, for example. But a service provider looking to sell MP3s online would really like to be able to sell them to this end user. How do they do this?

BY KEVIN MAYER Go Right To: Next-Gen Services News A famously blunt warning "It's the economy, stupid!" once guided a presidential campaign all the way to the White House. Today, a similarly blunt warning could guide those who would promote the next-gen public network. The new network, if it is to benefit carriers and customers, must allow service providers to deploy sophisticated services and applications quickly and inexpensively. In addition, it must demonstrate both value and convenience to customers. Absent such services and applications, service providers face a bleak future, since current revenues depend on connectivity, transport, and basic services all of which are fast acquiring commodity status. Future revenues will depend on enhanced services, that is, services with real business value. Such services go beyond basic functions such as call waiting or caller ID. And such services exceed the capabilities of the existing public network, notwithstanding such initiatives as the advanced intelligent network (AIN).

04/05/01, 4:30 p.m. ET DSP- (and CPU-) based media processing is a necessary feature of many convergent communications apps. Where does the power for this processing - software and hardware - come from? Where and how is it best performed? This is a non-trivial issue: technically challenging, subject to intense debate - and it inflects issues of reliability and scalability germane to every aspect of new network buildout. To understand the engineering issues involved, it helps to divide media processing into two general classes. Low-level processing - DTMF recognition/generation, audio call progress analysis, etc., required to make convergent voice apps interface cleanly with the PSTN - is typically performed during every call. So there's little dispute that these functions should be placed in the media gateway (or PBX or other edge-network terminal device) which also runs primary codecs, echo cancellation, noise reduction, and other inline functions.

The First Amendment's freedom of speech and right to petition can be rendered meaningless if their exercise subjects the speaker to harassment. Meritless litigation is one technique used by those wishing to silence speakers or petitioners. The time and resources required to mount a successful defense, even to frivolous claims, is enough to force many speakers to think twice before continuing to express themselves. Recognizing the problem posed by these harassing lawsuits, commonly referred to as Strategic Litigation Against Public Participation ("SLAPP"), at least nine states have enacted anti-SLAPP statutes. These statutes can provide valuable protection to those exercising their First Amendment freedoms, such as broadcaster and publishers whose business is speech. While all these anti-SLAPP statutes provide a cause of action for targets of SLAPPs, the ambit of their protection varies as do the types of remedies available. A comparison of the statutes in California, New York, and Washington, and cases decided under them, demonstrates the differences. The California Experience Since its enactment in 1992, the California anti-SLAPP statute has protected all who are sued as a result of "participation in matters of public significance."
