Why are child safety seats needed? Motor vehicle crashes are the leading cause of death and injury for American children, ranking ahead of all other types of unintentional injuries, and claiming more lives than any childhood disease. Injuries from motor vehicle crashes are also a major cause of epilepsy and paraplegia in children. In fact, the American Academy of Pediatrics has stated that the trauma suffered by children riding unprotected in cars involved in crashes is the major cause of death and serious injury threatening children today. That is why all 50 states and the District of Columbia have passed mandatory child safety seat usage laws.
All motor vehicle occupants need to be protected from hitting the vehicle's interior in case of a sudden stop, swerve, or crash. They also need to be restrained to prevent ejection from the vehicle itself. If unrestrained, infants and children are thrown around the vehicle like flying missiles. In a 30-mph crash, children may be thrown forward with a force equal to 30 times their own weight. (i.e., 10 lb. infant x 30 mph = 300 Ibs of force). That's like falling from a three-story building! You would never think of doing that, yet, when you let your child ride unrestrained, that is exactly what you're risking.

How do you select the best safety seat for your child? When buying a child safety seat, remember to select one that you will use every time you transport your child. Choose a seat that fits: your child, your vehicle and your budget. Do not base your selection of a child safety seat solely on price. All child safety seats must meet federal safety standards. The seat should fit your child's weight and height. Be sure to check manufacturer's recommendations. Try installing the seat in your vehicle to be certain that it fits and can be tightly secured. Most stores will allow you to examine different models.
If your child is old enough, ask him or her to help you select the seat. Have your child sit in several seats and try them out. If children are involved in the purchase decision, they will be more likely to enjoy using the seat.

Did you know that Massachusetts law requires infant seats to be rear facing until the child is 1 year old and 20 pounds? The National Highway Traffic Safety Administration (NHTSA) and the Governor’s Highway Safety Bureau additionally recommend booster seats for children five years of age or older and weighing 40 – 60 pounds. National studies reflect an approximately 80% incorrect use rate. Local checkups report misuse rates over 90%. Due to this alarming rate, The Governor’s Highway Safety Bureau sponsors Child Passenger Safety Technician courses. Many local Police and Fire Departments send representatives to this course to be trained as technicians. The Acton Police Department enrolled Det. Kevin Heffernan and Det. Scott Howe. Det. Heffernan and Det. Howe are now certified by NHTSA as Child passenger Safety Technicians. If anyone would like to have Ptl. Heffernan and Det. Howe check their seats please call The Acton Police Department at 264-9638 to set up an appointment. Please understand, when making the appointment that this checkup could take between 15 and 60 minutes to perform.

The Brockton Police Department takes child safety seriously. It is our goal to provide parents and caregivers useful information on safely restraining their children , to encourage the correct use of child restraints, and to ensure optimal protection by child restraint systems. Child seats are the most effective restraint system available. Rear-facing infant seats reduce the risk of fatal injury in a car crash by 71 percent, forward-facing safety seats for toddlers reduce the fatality risk by 54 percent, and safety belts reduce fatalities by 45 percent. However, a child restraint system must be properly used to provide optimum protection. The safest child restraint systems available can prevent death and injury only if they are purchased and used correctly. Vehicular Bondage? Of Child Safety Seats and Buckling In; In Japan

Only a very few years ago one of the rarest sights on Japan's roads was the sight of a child safety seat in a car. Now child safety seats are common. It is no longer unusual to see a Japanese child in a safety seat equipped vehicle. Japanese culture has a way of maintaining ties with the past while moving forward into the future, sometimes resulting in unusual juxtapositions. Apparently the preferred method for maintaining ties with motoring tradition is to install the safety seat, but not to "install" the child. Let's look at some of the common combinations to be seen on Japanese roadways: 1. Parent and child, no restraint.

What is the child restraint law? The new law says that all children through age 6 or up to 60 lbs. must be properly restrained, according to manufacturer's instructions, in a child safety seat that is appropriate for the child's weight and height. This includes infant seats, convertible seats and booster seats. Although children who turn 4 before the law's enactment are permitted to wear a properly secured seatbelt instead of a booster seat, the Delaware Office of Highway Safety advises parents to follow the new guidelines for their child's safety. Does my child need a booster seat? Children who outgrow a car seat at around 40lbs need to ride in a seatbelt positioning booster seat. An adult lap/shoulder belt is too big to fit a 40 to 60 lb. child safely or protect them properly. Confused? We can help! Child Safety Seat Tips: - When used correctly, child passenger safety seats are 71% effective in reducing fatalities; 67% effective in reducing the need for hospitalization; and 50 % effective in preventing minor injuries.
- In a crash at 30 miles per hour, an unrestrained 10-pound baby would be torn from its parent's arms and hurled into the dash or windshield with a sledgehammer force of 300 pounds. Only an approved, properly used child seat can begin to protect a child in a crash.
- One of the leading killers of children in the U.S. is trauma in motor vehicle crashes. The proper use of child safety seats would have prevented most of these deaths.

Child Passenger Safety Seat Program
The Flagler/Volusia Child Passenger Safety Seat Program has issued over 1,400 safety seats to parents since its inception in 2000. This year the program offers discounted safety seats to the public while they last. Statistics indicate that 95% of child passenger safety seats are improperly installed, thereby greatly reducing their effectiveness. Members of the program work to educate the public by participating regularly in community events in Central Florida that help get the word out regarding child safety. Volusia County Fire Services currently has 14 fire stations open on a 24 hour basis that are designated child safety seat fitting stations where a parent can get advice from a trained Child Safety Seat Technician, at their convenience. Signs outside of the buildings identify the stations as fitting stations. Fifty-six of our firefighters have made the commitment to become trained child safety seat technicians by completing 45 hours of training. When a parent or guardian arrives at a fitting station, the child passenger safety seat will be examined to be sure it is safe, not on a recall list and installed according to specifications. The Child Safety Seat Technician will take the time to show the parent or guardian how to properly install the seat and answer any safety-related questions. Volusia County has one of the lowest automobile death rates for children within the state and has not experienced any deaths to children properly restrained in a child passenger safety seat since the inception of the program in 2000.

Child Passenger Safety Motor vehicle crashes are the leading cause of unintentional injury-related death among children ages 14 and under. Vehicle seat belts are designed for the comfort and protection of an adult. Unrestrained or improperly restrained children are more likely to be injured or killed than those children who are properly restrained. With a wide variety of child restraint systems, belt systems and passenger vehicles, correctly installing a child safety seat can be challenging. Misuse of child restraint systems is widespread. It is estimated that 90% of child safety seats are not installed properly. Franklin-Williamson Bi-County Health Department has on staff three certified Child Passenger Safety Technicians, who are available by appointment to give instructions and check for proper installment of your child’s safety seat.
