    Fact Sheet N150 March 1997
    CHILD ABUSE AND NEGLECT
Child abuse has been a societal phenomenon for centuries. Although clinical reporting started thirty years ago, the magnitude of the problem is only now beginning to be understood. This, in spite of the fact that several national and international journals, international nongovernmental organizations (NGOs) and national societies have dedicated themselves to the problem. Child abuse and neglect (CAN) includes four distinct conditions: neglect, physical violence, emotional abuse and sexual abuse.
    PREVALENCE AND INCIDENCE
It is both difficult and inappropriate to make precise comparisons between countries because of the differences in the completeness and attitudes in the reporting of child abuse. However, some conclusions can be reached:
    • Child abuse is found in all societies and is almost always a highly guarded secret, wherever it takes place. In countries with reliable mortality reporting, WHO estimates that as many as one in 5,000 to one in 10,000 children under the age of five dies each year from physical violence , although much lower rates are also noted.

PREVENT CHILD ABUSE TEXAS! Prevent Child Abuse Texas (PCATX) is a statewide non-profit organization working to prevent child abuse and neglect in all its forms throughout Texas. The work of the organization depends solely on private grants and contributions. We are led by a statewide Board of Directors who represent their regions through community agencies and organizations dealing with social issues affecting children.
PREVENTION IS THE CURE! It is costly to you. Victims of abuse are more likely to require tax-supported medical, legal, penal, and social services. It is happening among people you know. Child abuse crosses all economic, cultural, ethnic, and geographic lines.Your public, tax supported child abuse system currently prioritizes intervention after abuse has already occurred. Many abusers are caught in the vicious cycle of abuse and really do not know any other way to raise children.

    98. Munchausen By Proxy Survivors Network
Munchausen By Proxy Survivors Network is a web site created for survivors to reach out for support and to help educate the public about this terrible form of child abuse using words, pictures and poetry.
    http://www.mbpsnetwork.com
Our web site was created in recognition of the victims of the horrible form of child abuse called Munchausen by Proxy. The information here is intended to be from the viewpoint of a survivor. A place to break the silence and find support.
A new definition (still in discussion) for Munchausen by Proxy Syndrome was developed by the American Professional Society on the Abuse of Children and published in the APSAC Advisor, Spring 1998. This definition was created by a task group in order to clarify the clinical description. It recognizes that Munchausen by Proxy is a family disorder. "The child is a victim of maltreatment in which an adult falsifies physical and/or psychological signs and/or symptoms in the child causing this child to be regarded as ill or impaired. The perpetrator who is usually a parent or caregiver intentionally falsifies history, signs, or symptoms in the child to met their own self-serving psychological needs. Other members of the family may support and participate in the deception."
While the above definition may seem confusing, it is clear that MBPS is not an easy form of child abuse to identify or treat. Victims are lost in
