The Third Annual MCSA Convention meets for two days. You must register to participate in either day's events. Details appear below. Because space constraints may limit availability, early registration is advised. Friday, March 28, Convention and Delegate Assembly
Friday's events are open to school leaders and board members. In addition, only appointed delegates can attend the Delegate Assembly. Federal funds increase for charter school program
An ASU West graduate program for charter school administrators, the first such program in the nation, has received second-year funding from the U.S. Department of Education. The $412,000 in funding, an increase from the first-year appropriation of $348,000, ensures that the first cohort of students will be able to complete ASU West’s Leadership for Educational Entrepreneurs (LEE) program. Twenty-four charter school operators from 11 states gathered at ASU West last June to begin their studies through the LEE program, which bridges the College of Education’s master’s degree in educational administration and the School of Management’s MBA degree. Federal funding is covering 80 percent of the students’ tuition expenses. The students have continued their studies through online instruction and now are finishing their fourth class. They met in person again in late December to begin work on applied research projects. All 24 students have remained in the program, with graduation expected in spring 2004.

The charter school reform concept is part of a larger policy effort to fundamentally alter the structure of the public education system in an effort to both (1) enable change-oriented educators to establish and operate new, innovative schools and (2) provide increased competition within the public education sector. It's the competitive aspect of the charter concept that makes it controversialand also powerful. The charter school reform concept was largely developed by Ted Kolderie, a public policy expert at the Center for Policy Studies in St. Paul, Minnesota.

    CHARTER SCHOOL OF EDUCATION RECEIVES STATE AND NATIONAL ACCREDITATION THROUGH 2003 Cal State LA received highly favorable accreditation reports from both the state and national organizations. In March, 1998 it became the first institution in California to have its credential programs accredited under the new COA standards and procedures with all common standards met and without any stipulations. The Charter School of Education also recently received notification from NCATE in April, 1998 that it had been granted continuing accreditation with all four categories of standards met and no weaknesses cited. The categories of standards relate to such areas as quality of curriculum, instruction, and field experiences; qualifications and assessment of candidates; qualifications and evaluation of faculty; and governance and accountability of the unit. A unit must meet accreditation standards across all programs in order to receive full accreditation. The School of Health and Human Services, which houses two of the programs reviewed during the accreditation visit (the school nurse credential program and the clinical rehabilitative services credential in speech, language, and hearing with special class authorization and audiology), worked collaboratively with the Charter School of Education in preparing for the accreditation visit, and their faculty and administration contributed substantially to the successful review. The clinical rehabilitative services credential is also nationally accredited by ASHA.
