"When I chose to pursue technical skills instead of college, people thought I was very foolish. Today I am a fully qualified heavy equipment mechanic working for a good company with a good future. Since leaving high school. I have never been unemployed. I feel that college is important, but technical skills are the backbone of America."
Journeyman heavy equipment mechanic This article presents the primary career developmental tasks of high school populations. In addition, selected aspects of career counseling for these students are included. High school students need to be prepared for the world of work as they enter a period of transition from secondary student to adult citizen. The High School Years: A Period of Transition
One mission of career guidance and counseling in high schools is to prepare students for their future lives. Secondary education continues the integration of career guidance into the curriculum and provides direct services to help students narrow their career interests and choices. Whereas in middle/junior high schools, students are exposed to activities that enable them to explore current trends in different careers, in senior high schools, school counselors offer numerous services including career interest inventories, aptitude testing, and current occupational information to help students decide about their careers (Schmidt, 1996). During high school years, students' decisions about career choices connect to future educational plans about entering the job market, enrolling in vocational schools for technical training, or attending college after graduation.

Learning From The Best: 1996 Exemplary Career Guidance and Counseling Programs
by Carolyn Maddy-Bernstein Educators striving to improve their programs often seek information on exemplary programs and best practices. In an effort to assist them in their quest, the U.S. Department of Education and the National Center for Research in Vocational Education's (NCRVE) Office of Student Services (OSS) have recognized six programs during this year's nationwide search for exemplary career guidance and counseling programs. Two additional programs were given honorable mention. These model programs assist all students in making the transition from school to work and further education. They should serve as models for others in implementing well-integrated, comprehensive career guidance programs.
Background
In 1994, NCRVE's Office of Student Services worked with the U.S. Department of Education and a number of leaders in the field of Career Guidance and Counseling to develop a structure for identifying model programs. The researched framework was field tested in 1994, and the first group of programs was identified by NCRVE in 1995. This year NCRVE was joined by the U.S. Department of Education to conduct the search. The National Association of State Career Development/Guidance Supervisors and the American Vocational Association supported the program. During the spring, a panel of recognized leaders in the field evaluated applications submitted for review using rigorous research-based criteria that focused on three

A comprehensive guidance program is an integral component of the educational system and is vital in preparing and assisting students to be successful learners. The purpose of a comprehensive guidance program is to provide the skills, knowledge, and learning opportunities necessary in the areas of academic, career, and personal/social development to ensure that students are successful in school and in life. The program helps students by creating a positive learning environment, teaching self-management skills, arranging for aid in overcoming barriers to learning, providing advocacy for youths, and providing relevant academic and career information to enable youths to make informed decisions along the way. Ideally, the comprehensive guidance program includes the entire school staff. The pupil services team includes credentialed Pupil Personnel Services professionals (school counselors, school psychologists, school social workers, and child welfare and attendance officers), school nurses, and members of the student study team. The pupil services team can provide students with support and assistance in making decisions, managing emotions, coping with crises, setting short-term and long-term goals, and accessing the core curriculum.

(512) 463-4584 fax DESCRIPTION : The guidance team provides a well-rounded, comprehensive, developmental career guidance and counseling program through the following services: individual inventory, occupational information, placement, follow-up and evaluation, and research. The program is based on the National Career Development Guidelines . While Zapata is a rural border town in an economically disadvantaged area, its school system boasts a .9% dropout rate for grades 7-12, and a 93.6% attendance rate. The presence of a very supportive administration and caring teachers and staff make school a welcome place for Zapata youth. High school students have access to a wide range of career development assessment activities, a good career information system, peer tutoring and teacher tutoring programs, and a service learning program. A unique program helps migrant students complete their studies during the shortened time period when they can be in school each year. Parents are active participants in school activities. A wide array of inter-community collaborations exists that helps provide school supplies, child care, clothing, and other services to students.

The University of Massachusetts Boston is offering the Master of Education in Counseling: School Guidance in a combination of residential and web-based courses. The program operates on a cohort model whereby all participants complete the same program of study over a two-year period. The pamphlet summarizes the requirements pertaining to counseling practices, contained in the implementing regulations for Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, and Section 504 of the Rehabilitation Act of 1973. Title VI prohibits discrimination on the basis of race, color, or national origin in any program or activity receiving Federal financial assistance; Title IX prohibits discrimination on the basis of sex in education programs or activities receiving Federal financial assistance; and Section 504 prohibits discrimination on the basis of handicap in programs or activities receiving Federal financial assistance. The Department of Education (ED), Office for Civil Rights (OCR), is responsible for enforcing these laws in programs or activities that receive assistance from ED. This pamphlet also reviews policies and practices which have been adopted by some school systems to ensure equal educational opportunity for the beneficiaries of the statutes. In accomplishing this goal, the fundamental goal of counseling is also advanced that the student develop his or her talents to the fullest.

In addition, the Center provides evaluation, organizational consultation, and professional development education services to School Guidance Counseling Programs in Massachusetts districts to enable them to:
