History
The history of Cape Verde is dominated by three overriding facts: there were no people of any sort on the islands when the Portuguese first arrived; the environment has become increasingly fragile over the centuries, largely due to the impact of people and overgrazing; and it's farther from the African mainland and closer to the Americas than any other African country. It's hardly surprising, therefore, that Cape Verde developed along lines somewhat different from the rest of Africa. When Portuguese mariners first landed in Cape Verde in 1456, the islands were barren of people but not of vegetation. Seeing the islands today, you find it hard to imagine that they were once sufficiently verde The islands' prosperity brought them unwanted attention in the form of a sacking at the hands of England's Sir Francis Drake in 1586. Cape Verde remained in Portuguese hands and continued to prosper, but in 1747 the islands were hit with the first of the many droughts that have plagued them ever since. The situation was made worse by deforestation and overgrazing, which destroyed the ground vegetation that provided moisture. Three major droughts in the 18th and 19th centuries resulted in well over 100,000 people starving to death. The Portuguese government sent almost no relief during any of the droughts. The 19th-century decline of the lucrative slave trade was another blow to the country's economy. Cape Verde's colonial heyday was over.

Poor in natural resources, prone to drought and with only 10% arable land, the Cape Verde islands are heavily dependent on food imports, mostly in the form of aid.
A former Portuguese colony, Cape Verde comprises 10 islands and five islets, all but three of which are mountainous. During the 20th century severe droughts caused the death of 200,000 people, prompting heavy emigration, with the result that more people with origins in Cape Verde live outside the country than inside it, bringing in much-needed foreign currency. LEADERS MEDIA From the mid-1990s, droughts cut the islands' grain crop by 80%, and in 1998 an outbreak of African swine fever threatened to wipe out its pig population, an important element in the diet of poorer islanders. Cape Verde became independent in 1975, a year after its sister colony, Guinea-Bissau, won freedom from Portugal. The two countries planned to unite, but the plan was ditched after a coup in Guinea-Bissau in 1980 resulted in strained relations.

WASHINGTON, November 23, 1999 ¢Â€Â” The World Bank today approved US$3 million in funding for the Second Public Sector Reform and Capacity Building Project in Cape Verde. The project is designed to continue public sector reforms carried out by the government to modernize public administration, decentralize administrative functions, strengthen economic management, improve public finance and strengthen the judicial system. The main objectives are to consolidate and deepen the reforms implemented by the Government and prepare the next phase of the reforms to achieve an efficient, productive and modern public sector. The citizens and businesses of Cape Verde will benefit from improved government services ranging from water and sewerage to property registration, business licenses and social services. Civil servants working in central or municipal government offices will be given better tools and resources to do their work, but will be expected to become more efficient, accountable and responsive to the businesses and public they serve.
