Though its name implies a national focus, the onset of economic globalization and the unprecedented growth of trade have given the National Standards System (NSS) a decidedly international focus. Increasingly, Canadians are feeling the impact that standards, regulations and conformity assessment practices have on trade - and they are looking to the NSS to develop associated strategies. The Standards Council is a key player in voluntary international standardization activities through the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). Regionally, the Standards Council is active in the Pan-American Standards Commission (COPANT) and the Pacific Area Standards Congress (PASC). As Canada’s national accreditation body, the Standards Council also participates in international and regional co-operation agreements for conformity assessment. The ultimate goal is to enable Canadian exporters to use a single test, certification or registration to gain market acceptance anywhere in the world. Members of the NSS and other stakeholders work closely with the Standards Council in developing policy advice in this area.

Position In order to enhance its place as a vitally important Canadian exporter, the distilled spirits industry requires a more level domestic playing field. International competitiveness is critical for export success, and a healthy domestic market is essential to the distilled spirits industry's ability to compete. Therefore, it is incumbent upon the industry and governments to work together to ensure the survival of the distilled spirits industry in Canada. The Association of Canadian Distillers [ACD] wishes to work with governments to ensure that the viability of the industry both domestically and internationally is maintained. Distilled Spirits Exports Facts The spirits sector of the beverage alcohol industry has been the most aggressive in developing export sales. The distilled spirits industry generated $558 million in export sales of Canadian Whisky principally to the United States but increasingly to other markets in 1998. As Canada's unique spirits beverage product, Canadian Whisky is appreciated world-wide. The ACD is committed to having this important product recognized as Canada's own "appellation" distilled spirits product. Canadian Whisky is already recognized as distinctive to Canada by the United States, Australia, Switzerland and Mexico.

International Trade Forum - Issue 4/2002
    Page 15
Can the successes achieved by the Uniquely B.C. Creative Arts Show and the Uniquely Canada Show be transferred to a developing or transition country? The experience of Slovenia, whose trade officials hired Barbara Mowat and her team to help them prepare to showcase local crafts internationally, suggests the model is indeed transferable. Peter Hulm interviewed Zdenka Kovac, director of Slovenia’s Small Business Development Centre (PCMG), about the origins of the First Uniquely Slovenia Gift Show held in Los Angeles, California, in July 2001. Interview by Peter Hulm Q You took over a Canadian model for helping small businesses to market themselves internationally. How did this work out in Slovenia? A We were a little bit tired of training programmes that were based mainly on general principles of marketing, and I believe small businesses in Slovenia were tired of that as well. So when, just by chance, we identified the Uniquely B.C. programme that has been successful in Canada, we decided within the Government that we were going to try it in Slovenia. That is the first important lesson: a critical number of people in government has to take this decision and this risk. Q What was the next challenge?

Canadian health care and international trade agreements [Canadian Centre for Policy Alternatives] FOR IMMEDIATE RELEASE OCTOBER 21, 2002 Canada's health care system is not fully protected from NAFTA and the WTO - but it could be OTTAWA Contrary to misleading government assurances, Canada's health care system is not fully protected from international trade agreements, namely, NAFTA and the WTO. But, if Canadian governments act soon, they can still strengthen Medicare before trade-deal threats make health care reforms too costly. Those are the main conclusions of a major report to the Romanow Commission on the Future of Health Care prepared under the auspices of the Canadian Centre for Policy Alternatives. The report examines the key trade provisions that affect health care policy, assesses their possible adverse effects on Medicare, and urges prompt corrective action before trade treaty restrictions shut the window of opportunity for reform. "The principles underlying these trade agreements are at odds with the principles on which Medicare is based," says CCPA Executive Director Bruce Campbell. "The commercial priorities of the trade deals conflict with the fundamental purpose of Medicare - the provision of health care to everyone on the basis of need, not on ability to pay." He adds that, if Medicare did not already exist today, Canada's current trade commitments would almost certainly make its creation far more difficult, if not impossible.
