CANADIAN WHEAT TRADE POLICIES AND PRACTICES CONSISTENT WITH INTERNATIONAL TRADE OBLIGATIONS
OTTAWA, June 6, 2001 – A Government of Canada paper issued today argues that fixing U.S.-trade distorting subsidies is the key to levelling the playing field for farmers. The paper responds to the latest United States investigation into Canada's wheat trade.
The Government of Canada provided the paper to the U.S. government in advance of public hearings being held Wednesday as part of the investigation process. The paper outlines Canada's wheat trade policies and practices, which are fully consistent with its trade agreement obligations. It also suggests that subsidies provided by the U.S. to its wheat growers are trade distorting, and are not in the best interest of producers on either side of the border.
"Canada will continue to vigorously defend the integrity of our wheat trading policies and practices," said Ralph Goodale, Minister responsible for the Canadian Wheat Board (CWB). "We have demonstrated time and time again that the CWB operates in compliance with international obligations, and will continue to do so."
The current phase of the investigation – initiated by the United States Trade Representative and conducted by the U.S. International Trade Commission – marks the ninth time in 11 years that the U.S. government has targeted Canadian grain trading practices. None of these investigations has confirmed the ill-founded allegations that continue to be made in the United States. Canada continues to assert that the CWB operates in compliance with international trade rules.
