La Francophonie and Canada's International Relations
Canada's early international relations were marked by a strong colonial dependence on Great Britain and France. In the last century, however, economic ties gradually developed with its neighbour to the south. These economic ties with the United States were stepped up in the later half of the 20th century, particularly after the signing of trade agreements such as the Auto Pact and the North American Free Trade Agreement (NAFTA). To counterbalance Canada's heavy economic, and to a certain extent political, reliance on the United States, the Canadian government has systematically fostered a multilateral approach in its foreign relations over the past 40 years. Canada's active participation in various international organizations has strengthened its economic and political links with several countries. This active involvement has also enabled Canada, despite its status as only a mid-sized power, to exercise influence on the international stage. The Commonwealth, the organization of countries formerly under British colonial rule, and La Francophonie are the two main arms of Canada's foreign policy. Today, La Francophonie brings together 55 states and governments, reaching out to nearly 600 million people. It is therefore a natural centre of influence for Canada, similar to the Organization of American States and the Commonwealth.

Welcome to Environment Canada's International Relations home page. Over the past 30 years, we have seen the focus of Canadian environmental policies broaden from local and regional issues to challenges of a global nature. Examples of these issues include climate change, global biodiversity, ozone layer depletion, and the transport of chemicals and hazardous wastes. Today, the international environmental agenda is best described as diverse, expansive and complex where the effectiveness of our national policies are often determined by our ability to influence decisions internationally. For its part, Environment Canada has long been a contributor to the Government's international environmental agenda by advancing and sharing science and know-how, as well as through negotiations and policy dialogue in international fora. To better address the environmental challenges of our global environment, an approach to enhance knowledge, innovation and partnerships, within Canada and internationally, has been initiated by Environment Canada. We hope you find this site useful and that it will provide you with a better understanding of the many aspects of our global environment.

Introduction
Today, at the dawn of the 21st century, Canada is a transcontinental nation whose interests and representatives span the face of the globe and extend into every sphere of human endeavour. But this was not always so. When the four colonies of British North America united to create Canada on July 1, 1867, the new country's future was by no means secure. Canada was a small country, with unsettled borders, vast empty spaces, and a large powerful neighbour, the United States. Confronting these challenges was difficult for the young country. Though Canada was independent in domestic matters, Britain retained control over its foreign policy. Over the next fifty or so years, Canada's leaders and its people quietly but steadily took control of their foreign policy and their destiny. The first four of the eight modules that make up Canadians and the World: A History , tell the story of that struggle until the outbreak of the Second World War in 1939. By then, Canada was in full control of its international relations, encouraging its politicians and diplomats and soldiers to help shape a new, more hopeful, international society. In the final four units of Canadians and their World: A History we learn how Canadians worked to create the United Nations, to develop new instruments to resolve conflict, and to carve out a distinctive role for their country in the councils of the world.

The History Department at the University of British Columbia offers a complete range of programmes, including a Bachelor of Arts, a Bachelor of Arts with Honours; a Master of Arts; and a Doctor of Philosophy.
The geographical foci and intellectual approaches of the thirty faculty members who comprise the department's teaching faculty vary widely. The Department's primary strengths lie in Canadian, Asian, European, American and Latin American history. In temporal terms its greatest emphasis is on the modern period (since 1800), though it has strength in the history of early modern Europe and North America.
The research and teaching interests of the department's faculty centre on a diverse set of problems and topics, including religion; gender; popular culture; the history of ideas; comparative nationalisms; migration; political culture; the history of science and technology; the family; native history; labour; international relations; resources and business; and urban history. Faculty research and teaching in these areas are supported by long-established and well-maintained designated collections in one of Canada's leading university research libraries.
The History Department's primary academic goals can be grouped under five headings.

The International Affairs Branch of Department of Canadian Heritage provides a strategic focal point to advance Canadian cultural objectives on the world stage. In the face of globalization, converging communication technologies and increasing economic integration, preserving and strengthening the bonds of common citizenship and promoting a diversity of cultural expression have become prominent themes on the cultural policy agenda.
