SAN FRANCISCO BAY, CALIFORNIA August 29 – September 1, 2002 Entry form can be downloaded here (.pdf). NOTICE OF REGATTAINVITATIO N: The Richmond Yacht Club invites 29’er and Byte sailors to the 2002 29’er United States National Championship/Byte Pacific Coast Championship to be held in the challenging breezes and waves of a San Francisco Bay summer. SIT E: The regatta will be hosted by and from the Richmond Yacht Club (RYC), 351 Brickyard Cove Road, Point Richmond, California, site of numerous dinghy events including the 1999 Laser/Byte Midwinters West, the 2001 Byte North American Championship, and most recently, the United States Laser/Laser Radial National Championship. Racing will take place on San Francisco Bay at one of the venues conveniently located a short sail from the Club. ELIGIBILIT Y: The Regatta is open to all 29’er and Byte sailors. Competitors must be members of their respective classes, meet all class membership requirements, and comply with the ISAF eligibility requirements set forth in Appendix K of the current Racing Rules of Sailing, and yacht measurement requirements. Each competitor and crew must have completed an entry form, signed a Waiver and Release of Liability, and all event fees must be paid before beginning official competition. (See Entry and Fees, below.) RULE S: The Regatta will be governed by the current Racing Rules of Sailing (RRS), the rules of the 29’er Class Association, the Byte Class Association, this Notice of Race, except as any of these are modified by the Sailing Instructions, and the Sailing Instructions. In accordance with RRS 70.4, there will be no appeals. This is a Category "A" event in accordance with Appendix 1, Regulation 20 – ISAF Advertising Code for all classes. (See also Scoring, below.)

The Atmospheric Radiation Measurement (ARM) Program is a multi-laboratory, interagency program that was created in 1989 with funding from the U.S. Department of Energy (DOE). The ARM Program is part of DOE's effort to resolve scientific uncertainties about global climate change with a specific focus on improving the performance of general circulation models (GCMs) used for climate research and prediction. These improved models will help scientists better understand the influences of human activities on the earth's climate. In pursuit of its goal, the ARM Program establishes and operates field research sites, called Cloud and Radiation Testbeds (CARTs), in several climatically significant locations . Scientists collect and analyze data obtained over extended periods of time from large arrays of instruments to study the effects and interactions of sunlight, radiant energy, and clouds on temperatures, weather, and climate.

1. Is the year 2000 a leap year?
Yes, the year 2000 is a leap year. Canada uses the "Gregorian"
calendar through the heritage of the British Act of 1750: " An Act for regulating the Commencement of the Year, and for correcting the Calendar now in use "
(24 Geo. 2 c. 23). First introduced by Pope Gregory XIII in 1582, this calendar is now in worldwide use for civil purposes. The Gregorian calendar's rules for leap years have three parts:
  • If divisible evenly by 4, a Gregorian year is a leap year, with a February 29 and 366 days (e.g. 1996/4 = 499, so 1996 is a leap year), UNLESS If divisible evenly by 100, a Gregorian year is a normal year with 365 days (e.g.1900/100=19, so 1900 is a normal year of 365 days), UNLESS If divisible evenly by 400, a Gregorian year is a leap year; so the year 2000 is a leap year.

Reform of the Calendar
For the measurement of time the most important units furnished by natural phenomena are the Day and the Year . In regard of both, it is convenient and usual to speak of the apparent movements of the sun and stars as if they were real, and not occasioned by the rotation and revolution of the earth. The Day is the interval between two successive passages of the sun across the meridian of any place. It is commonly computed from the midnight passage across the inferior meridian on the opposite side of the globe; but by astronomers from the passage at the noon following. The Civil Day is thus twelve hours in advance of the Astronomical The Solar Day , which is what we always mean by this term day , is longer by about four minutes of time than the Sidereal , or the successive passages of a fixed star across the same meridian; for, owing to the revolution of the earth in its orbit from west to east, the sun appears to travel annually in a path (the ecliptic), likewise from west to east, among the stars round the entire heavens. The belt of constellations through which it appears to proceed is styled the zodiac. During half the year (March to September) the ecliptic lies to the north of the celestial equator; during the other half (September to March) to the south. The points where ecliptic and equator intersect are called the equinoxes. In the northern hemisphere the March equinox (or "first point of Aries") is called the vernal equinox; the September equinox ("first point of Libra"), the autumnal.

The Texas Calendar
The Texas Calendar year shown below balances monthly endings, quarter years, and half years. All non-leap years are alike, all quarters are very similar. Every quarter has 91 days each, with the monthly sequence following 31 days, 30 days, and 30 days. There are 52 even weeks. Texas Freedom Day follows Long 30 every year. Broaddus Day follows Broaddus 30 during leap years only (essentially every fourth year, with the usual lapse three out of every 4 centuries). Broaddus Day is represented by double asterisks, and Texas Freedom Day is likewise shown by a single asterisk. These are balanced in opposite halves of the year. A brief note on the 13-month calendar seems appropriate. The lunar cycle is about 29.5 days (for a few more millennia until the Moon is even further from Earth) and the solar year is about 365.25 days. These are not evenly divisible. While a 13 month year with 28 days to each month is similar, it would inevitably vary from both lunar and solar calendars. An extra day each year solves the solar problem but does not resolve the drift from the lunar cycle. The Texas Calendar numbers its years from Texas Independence Day with 1 January 1836 being equal to 1 Austin of the First Year of Texas Independence. The year 2000 in the Gregorian Calendar system is the 164th Year of Texas Independence. Conversion is relatively easy, with 1836 subtracted from the Gregorian year to arrive at the Texan Year. As I write this essay, it is both the 21st of February 2000 and the 21st of Bowie 164. Differentiation is also easy, since the months are different in the Texas calendar.
