UI PERFORMS Benefit Accuracy Measurement Program Calendar Year 1996 Data Calendar year (CY) 1996 data for the Unemployment Insurance (UI) Benefit Accuracy Measurement (BAM) program is summarized in the following table. The BAM program is one component of UI PERFORMS, the U. S. Department of Labor's closed-loop system for promoting continuous improvement in UI performance.
UI BAM rates are estimates based on randomly selected samples of UI payments. Overpayment and underpayment rates do not represent the actual percentages of errors detected in the population. These estimated rates are subject to sampling and nonsampling errors. The 95 percent confidence intervals are shown for each State's overpayment and underpayment rates. The interval equals the estimated error rate plus and minus the value indicated in the column (+/!-). The true error rate is expected to lie within this interval for 95 percent of the samples of the size selected by the State.
The 39,057 UI payments for which data were collected represents a completion rate of 99.9 percent of the cases sampled in CY 1996. Nonresponse bias is, therefore, not a significant issue. However, other sources of nonsampling error, such as differences among investigators in the interpretation of State unemployment compensation laws and administrative procedures, can effect accuracy rate estimates.

Calendar Year 1997 Data Calendar year (CY) 1997 data for the Unemployment Insurance (UI) Benefit Accuracy Measurement (BAM) program is summarized in the following table. Time Measurement, Time Zones, and the International Date Line
The two natural cycles on which time measurements are based are the year and the day. The year is defined as the time required for Earth to complete one revolution around the Sun, while the day is the time required for Earth to complete one turn upon its axis. Earth needs 365 days plus about six hours to go around the Sun once, so a year does not consist of a round number of days; the fractional day has to be taken care of by an extra day every fourth year. But because Earth, while turning upon its axis, also moves around the Sun, there are two kinds of days. A day may be defined as the interval between the highest point of the Sun in the sky on two successive days. This, averaged out over the year, produces the customary 24-hour day. But one might also define a day as the time interval between the moments when a certain point in the sky, say a conveniently located star, is directly overhead. This is called:

1728 Software Systems INSTRUCTIONS The above calendar is quite straightforward. Input the month number that you want (1 for January to 12 for December), input the year (anything after 1600), click 'CALCULATE' and then the entire month will be displayed.
You may notice, if you input February for a 'century year' (1700, 1800 etc.) it will not appear to be a leap year. What happened? Read the next section and you will find the answer

LEAP YEAR INFORMATION The 'modern' calendar is based upon the amount of time it takes the Earth to go through one seasonal cycle (called a 'Tropical Year' - about 365.25 days). More than 2,000 years ago, the Romans were aware of this and made every fourth year have 366 days which was accurate enough for a timespan of a few centuries. However, the Tropical Year is not exactly 365.25 days - it is slightly less. So, by the 1500's, the calendar was 10 days out of step with the seasons. Most of Europe adjusted their calendars by eliminating 10 days of the calendar in 1582.

6th IMACS International Symposium on Iterative Methods in Scientific Computing
CONFERENCE HISTORY: IMACS established a series of conferences on iterative methods of which this is the sixth. The previous conferences in this series were held at: Austin, Texas (1988); Brussels, Belgium (1991); Bradoevgrad, Bulgaria (1995); Jackson Hole, Wyoming (1997); Austin, Texas (October 1998); Heraklion, Crete (2001). THEME: The 2003 symposium will be dedicated to providing an overview of the state of the art in the use of iterative methods for solving large sparse linear systems with an eye to contributions of the past, present and future. The emphasis will be placed upon identifying future research directions in the mainstream of modern scientific computing. Of particular interest will be talks on interdisciplinary research, applications, and open problems. This converence will highlight new applications in computational biology. Some specific topics targeted are: Applications (with new emphasis on Computational Biology); Domain Decomposition; Preconditioning; Parallel methods; Nonsymmetric solvers; Nonlinear systems and Eigenvalue solvers; Iterative methods in optimization; Multilevel methods; Krylov methods.

Measurement Canada's Service Standards
Calibrating and/or certifying standards of mass, length, volume, pressure, temperature and electricity. This service provides for uniformity of measurement in domestic and international trade. Our commitment: Time to calibrate and/or certify varies by standard. We commit that a certificate of calibration will be issued within 60 calendar days of receipt of the standard. Testing prototype measuring instruments (e.g., scales, gas pumps, and petroleum, electricity and natural gas meters) for compliance with legislated requirements and approving them for use in commerce. This service is intended to ensure a population of measuring instruments capable of measuring accurately under normal conditions of use and throughout their service life time. Our commitment: A Notice of Approval will be issued within 90 calendar days of receipt of the instrument and all appropriate documentation if the instrument is found to be in compliance with the requirements. Inspecting and certifying approved measuring instruments before use in commerce begins and throughout the course of their service life to ensure they measure accurately and are not used in a fraudulent manner. Goods and services traded on the basis of measure are also inspected to ensure they are measured and priced accurately. Our commitment: Inspections will be scheduled at a mutually agreed upon time within 5 calendar days of your contacting the district office. We will strive to perform inspections within 10 calendar days of receipt of your request.
