March 26, 2003 COUNTRY DESCRIPTION : Bolivia is a developing country with a growing economy. Tourist facilities are adequate, but vary greatly in quality. ENTRY AND EXIT REQUIREMENTS ADDITIONAL REQUIREMENTS FOR MINORS : Minors (under 18), who are citizens or residents of Bolivia and who are traveling alone, with one parent or with a third party, must present a copy of their birth certificate and written authorization from the absent parent(s) or legal guardian, specifically granting permission to travel alone, with one parent or with a third party. When a parent is deceased, a notarized copy of the death certificate is required in lieu of the written authorization. If documents are prepared in the United States, the authorization and the birth certificate must be translated into Spanish, notarized, and authenticated by the Bolivian Embassy or a Bolivian consulate within the United States. If documents are prepared in Bolivia, only notarization by a Bolivian notary is required. This requirement does not apply to children who enter the country with a U.S. passport as tourists, unless they hold dual U.S./Bolivian citizenship. SAFETY AND SECURITY: Violence and civil unrest, primarily associated with anti-narcotics activities in the Chapare region between Santa Cruz and Cochabamba, and the Yungas region northeast of La Paz, periodically create a risk for travelers to those regions. Confrontations between area residents and government authorities over coca eradication can result in the use of tear gas and stronger force by government authorities to quell disturbances. U.S. citizen visitors to the Chapare or Yungas regions are encouraged to check with the Consular Section of the U.S. Embassy prior to travel.

    Bolivia is a republic governed under a constitution passed in 1967 and since amended. A. Executive Executive power is vested in a president and vice president, elected by direct popular vote of married people over the age of 18 and single people over 21. A 1995 constitutional amendment extended the presidential term from four years to five. Neither the president nor the vice president can be reelected to an immediate succeeding term. The president appoints the cabinet. Among other presidential powers is the right to rule by decree. B. Legislature The Bolivian congress is bicameral, composed of a senate of 27 members (3 from each department) and a chamber of deputies of 130 members. All are elected for four-year terms. C.     Al Giordano of Narco-News, Bolivia is also the only one of these three countries with no groups on the U.S. State Department's list of "terrorist organizations." But today, U.S.-imposed drug policy is sowing the seeds of a violent storm in Bolivia that, although entirely preventable, is leading toward a rebellion that the hypocrites in Washington will later label as "terrorist" even as U.S. policy creates the phenomenon. The fall last summer of Bolivian General Hugo Banzer, who came to power decades ago through a military coup, has provided civil society in Bolivia with a renewed hope to restore democracy, justice and human rights to this impoverished South American nation. Indeed, just one year ago, Narco News broke the information blockade in the English-language press when social movements throughout Bolivia shut down the country's highways through citizen blockades and forced the Bolivian government to sign agreements with the populace that it has now broken. One of the results of our coverage was that the only English-language news correspondent in Bolivia, AP's Peter McFarren, had to resign in disgrace because we reported his own conflicts-of-interest with the Bolivian regime.
