Many indict the current system established by the 1996 passage of the Personal Responsibility and Work Opportunity Reconciliation Act as a racist and gender-biased structure that keeps the poor in poverty and further burdens disadvantaged families. The five-year-old legislation has in fact reduced welfare rolls. A White House report in 2000 said that the number of Americans on welfare had decreased from 5.5 percent in 1993 to 2.3 percent in 1999. An argument now rages over whether the point of reform is to reduce the welfare rolls or to reduce poverty. Some activists maintain that these numbers reflect a slashing of Americas safety net. Welfare rolls dropped by more than half nationally since 1996, but poverty for single mothers is only down 0.7 percent, reports Ann Withorn, professor of social policy at the University of Massachusetts in Boston. Withorn is a co-author of An Immodest Proposal, a series of demands collected by the feminist Womens Committee of 100 that challenge the gender and race discrimination they find rampant in current welfare legislation. The document contains demands for an end to mandatory work outside the home, a caregivers allowance that reimburses mothers for work they do inside the home, and a substantial increase in labor standards for women.

Legislation to this end has already been passed by the House of Representatives and several bills have been generated in the Senate. I have listened to a wide range of Pennsylvanians, from service providers to welfare recipients, and I look forward to working with my colleagues to produce legislation that moves more individuals off the welfare rolls and into self-sustaining employment. The Temporary Assistance for Needy Families (TANF) program was established in 1996 to replace a program called the Aid to Families with Dependent Children. I was privileged to be an author of the major welfare reform legislation that brought about this and many other changes. The Personal Responsibility and Work Opportunity Act, as this legislation was named, strengthens families, discourages illegitimacy, demands accountability from parents, and stresses personal responsibility. Under TANF specifically, welfare recipients are required to work in exchange for time-limited benefits, and states enjoy significant flexibility in designing the eligibility criteria and benefit rules. I continue to follow the implementation of this important law, and I am committed to ensuring its success over time. Thousands of welfare recipients have already made the difficult transition to employment, but individuals with even greater barriers to independence remain on the welfare rolls. To assist these individuals, I have supported and will continue to support funding for programs such as the Social Services Block Grant and the Child Care and Development Block Grant, which encourage individual self-sufficiency and help states transition recipients from welfare to work.
