Extractions: HSR provides high quality, customized analysis and technical assistance to help national, state, and local policymakers weigh their options and make more informed decisions with respect to health, nutrition, and human services policies and programs. HSR is often called upon to assess difficult but critical policy questions. For example: HSR analyzed alternative policies and systems for serving vulnerable children in managed care environments. Model service delivery and financing systems were defined and presented in a series of workshops for state policymakers seeking to adapt best practices to their own Medicaid managed care programs. HSR conducted a study of methods for determining capitation rates for Medicaid managed care in 15 states. Actuarial methods, contracting processes, and rate-related quality incentives were analyzed. This information assisted legislative analysts in evaluating and defining state rate-setting systems.

It is a coalition of diverse local, state, and national organizations committed to improving the equality of reproductive health care for all women. Since 1999, the goal of C.A.R.E.2000 has been to improve access to reproductive health services and information for all women while chipping away at prohibitive, restrictive state and federal legislation including the Hyde Amendment and punitive welfare reform. Its objective is to organize and implement coordinated grassroots education, advocacy, recruitment, and training activities with local activists. C.A.R.E.2000 is a multi-issue grassroots educational effort. It seeks to engage coalition partners and local activists in a grassroots movement to provide education on the impact of health care access, welfare reform, and sexuality education on the reproductive lives of low-income women, young women, and women of color while creating opportunities to effect change.

Extractions: Rights of the Poor Poor people are one of the least powerful groups in the US and their civil liberties are therefore always in a precarious state. The ACLU has historically defended the rights of the poor against government arbitrariness and abuse. Today, that work continues. Defending poor peoples access to the courts is a high priority for the ACLU. In 1996 a conservative Congress led by Newt Gringrich slashed funding for the Legal Services Corporation (LSC) and dramatically restricted the types of cases LSC attorneys could handle. Under Congress new rules, LSC lawyers could no longer represent poor people in class actions and they could not participate in any lawsuits challenging the constitutionality of the newly passed welfare reform laws. These and several other restrictions, which deprived poor people of the right to effective counsel, were challenged in court, and ultimately, all but one the ban on challenging welfare reform laws were upheld by the Supreme Court. The ACLU continues to lobby against the existing restrictions. ACLU is also fighting for poor peoples right to effective counsel in criminal cases. Poor criminal defendants are entitled to effective legal counsel under the 6

Last year, in campaigns across the country, politicians of all stripes took credit for the success of welfare reform policies. Yet, the deadline for reauthorization of the historic 1996 legislation passed without action and the lame-duck Congress punted deliberations into this year. your view So what gives? Simple: The controversy that has prevented agreement is not really about money for faith-based and marriage-strengthening programs, and not even about the toughness of work requirements. It's federal officials' objections to increasing funding for services like child care that are shaping the debate. After 1996, as welfare rolls eventually dropped by more than 50 percent and millions of recipients went to work, some members of Congress attempted to cut the guaranteed funding. They argued that reduced caseloads meant states didn't need the same amount of money as when rolls were larger. State and local policy makers pointed out that they use the freed-up funds to provide services like child care and transportation that help low-income families stay off welfare. And Congress backed off, keeping the promise made in 1996 to retain level and flexible funding.
