Extractions: RIKKI BAUM, Ph.D Project Director, Welfare Policy Research Project Rikki Baum is an independent policy analyst and consultant, working with a variety of public and non-profit organizations on public welfare, welfare-to-work, child welfare, child support, and health and social service programs (1995- present). She is directing the California Welfare Policy Research Project, created by state law (AB 1542, Article 9.7), at the California Policy Seminar (University of California Office of the President). At the invitation of U.C. Berkeley's School of Social Welfare, she has taught classes and seminars for graduate and doctoral students on U.S. social welfare programs, policies, and the legislative process. In addition, she has provided services to a number of foundations, county welfare agencies, the Manpower Demonstration Research Corporation, and Goodwill Industries, among others. Dr. Baum has devoted much of her career to public service, primarily in the U.S. Congress. She began her legislative career with Senator Alan Cranston (D-CA), first on his personal staff (1974-1975), and subsequently on the staff of the Senate Veterans Affairs Committee, which he chaired (1977-1978). She went on to become a policy analyst and lobbyist for the American Public Welfare Association (1978-1980), a Washington, D.C.-based public interest group that tracks federal social programs and policies for state and local officials. She has also privately consulted and served as a legislative liaison for a number of states and localities, including her home state of California.

Extractions: September 1996 Contact: HHS Press Office (202) 690-6343 On August 22, President Clinton signed into law "The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193)," a comprehensive bipartisan welfare reform plan that will dramatically change the nation's welfare system into one that requires work in exchange for time-limited assistance. The law contains strong work requirements, a performance bonus to reward states for moving welfare recipients into jobs, state maintenance of effort requirements, comprehensive child support enforcement, and supports for families moving from welfare to work including increased funding for child care and guaranteed medical coverage. Highlights of "The Personal Responsibility and Work Opportunity Reconciliation Act of 1996" follow. o Work requirements. Under the new law, recipients must work after two years on assistance, with few exceptions. Twenty-five percent of all families in each state must be engaged in work activities or have left the rolls in fiscal year (FY) 1997, rising to 50 percent in FY 2002. Single parents must participate for at least 20 hours per week the first year, increasing to at least 30 hours per week by FY 2000. Two-parent families must work 35 hours per week by July 1, 1997.
