Fees TABS will host the 2003 Summer Admission Academy and the Residential Life Workshop from July 21-25 at Episcopal High School in Alexandria, Virginia, located just 10 minutes from Washington D.C. The concurrent, four-day programs will focus on boarding school issues emphasizing the team approach to achieving and maintaining a healthy enrollment and living environment for students, teachers, and administrators. The TABS faculty members, like teachers on a boarding school campus, have many talents. All of them have experience in the classroom, on the playing fields, in the dormitories, and in administrative positions. From these veterans, participants in both workshops will learn how to juggle their myriad responsibilities. While the two workshops have specialized faculties and meet separately, they will come together for selected workgroups, meals, and for the session on boarding schools and the law. Episcopal High School, site of the TABS Admission Academy and Residential Life Workshop, provides excellent facilities along with proximity to the nation's capital. Workshop sessions will be held in air-conditioned rooms. Participants will enjoy the school's athletic facilities which include a swimming pool, weight room and fitness center, tennis courts, gymnasium, and playing fields. On Thursday, July 24, everyone will enjoy a night off campus when they can hop on the Metro (subway) for the quick ride into historic and exciting Washington, D.C. Participants will be housed in the school's air-conditioned dormitories and will be assigned to single rooms on a first-come, first-served basis.

The lesson: Climbing, especially in winter, is a dangerous undertaking. Those who want to enjoy the thrilland live to tell about itshould plan to invest in a training course or two. New Hampshire's White Mountains are an ideal place to learn. Several schools in the area lead expeditions and provide ice-climbing and mountaineering courses for all levels of expertise. The Eastern Mountain Sports Climbing School in North Conway, N.H. offers group courses and private instruction, mixed routes, ascents of Mt. Washington (said to have its share of the harshest weather on Earth), overnights and even expeditions to the high peaks of Ecuador. The International Mountain Climbing School, also in North Conway, offers similar technical courses. It operates in conjunction with Stonehurst Manor, which provides overnight accommodations. Courses range from $130 one-day session to a $720 Presidential Range traverse. The schools provide all the necessary technical equipment, but students need to provide their own clothing and other gear, such as sleeping bags and packs. This gear may be expensive, but in an emergency, every bit of warmth and dryness is precious.

The issue of terrorist attacks on chemical facilities deserves a more comprehensive approach, one which examines all aspects of the issue, including chemical plant security equipment and personnel, the "hardness" of chemical operations against bombing attacks, and the value of establishing protective buffer zones between hazardous chemical operations and residential areas, schools, transportation routes, and other public centers. Only through such a comprehensive analysis can we identify the steps we need to take and their relative priority. Site security measures may likely emerge as more important in reducing terrorist risk than information security measures. Additionally, if past experience with right-to-know laws is any indication, public disclosure will likely encourage chemical plants to adopt inherently safer practices which would reduce the hazard associated with these facilities to both terrorist attack and to accidents. It would be very helpful to receive your views on the attached legislative language . This language would seek to reduce the risk of terrorist attack on chemical facilities by directing the Department of Justice to convene a task force to perform the comprehensive analysis discussed above, and to recommend the necessary protective measures. The legislation would then direct the EPA to implement those measures in consultation with the Department of Justice.

Supporters see it as a way of improving education, while some detractors see it as a federal intrusion on education, despite the fact that such a system would be developed by state and local education systems and would be voluntary. Others believe that such a system could be unfair to students who live in high poverty areas, because they might be less well prepared for the assessments. We suggest that the current education system is unfair to such students, because they and their parents are not provided with information they need to judge the quality of their education. A prior Research Report on parental satisfaction with schools and the need for standards (November 1992) showed that, despite clear indications and widespread concern about low achievement, most parents express satisfaction with their children's achievement and schools. Part of the reason for their satisfaction is that parents have to rely primarily on grades to determine how much their children are learningand according to the grades, their children are doing well. In this report, we examine more closely what student grades tell us about achievement, using data collected about public school students in the National Education Longitudinal Study of 1988 (NELS:88). NELS:88, which was conducted by the National Center for Education Statistics, includes a wide variety of information on a sample of eighth grade students across the nation. For these analyses, we examined public school students' reports of their grades in English and math and their NELS:88 test scores in these subjects by the poverty level of their schools. The NELS:88 tests, while shortthe reading test consisted of 5 short passages followed by 21 comprehension and interpretation questions, and the math test consisted of 40 itemsprovide comparable information for students across schools.
