General Scowcroft reviewed existing U.S. policy and goals, which include both UN economic sanctions and support for United Nations Special Commission (UNSCOM) An audience member poses a question to General Scowcroft Where Scowcroft took issue with the administration's current stance was on the question of what it will take for the U.S. to now respond to Iraqi misbehavior. "The U.S. has indicated its willingness to act if Saddam violated the agreement, but left unclear what would constitute a violation. What would he have to do to violate the agreement? What is a triggering event? This is difficult to decide. For example, what if he refuses to turn over documents? Refuses an inspection at one site? Delays for 24 or 48 hours? He could do a lot of damage without ever having done something we all could agree was a violation serious enough to justify use of force."

    Extractions: Kuwaiti Ambassador Speaks at Institute The Kuwaiti Ambassador in Washington, Dr. Mohammed Al-Sabah, argued that a strengthened regime of economic sanctions that are "regime lethal" represent the best strategy to confront Saddam Hussein. The ambassador made his remarks at a public event attended by some fifty journalists and policy experts at USIP's offices on December 4. Ambassador Al-Sabah began his discussion by outlining the ways in which Saddam Hussein is a menace: to his own people, to his neighbors, to security in the Persian Gulf, and to the credibility of the international system. He then outlined the five basic options available to the international community. The first, maintaining the status quo, Al-Sabah rejected as unacceptable and unsustainable. The second, known as "containment-plus," would involve a less intrusive weapons monitoring regime but a clear and vigorous use of force in the event of Iraqi transgressions. Al-Sabah argued that "containment-plus," though initially attractive, is unsustainable in the long term. Al-Sabah viewed the third option, support for the Iraqi opposition, as impractical. The opposition is currently fragmented, weak and dispersed, he said, and a serious program of support would require vast amounts of cash and regional support which are currently lacking. Finally, the opposition has been thoroughly infiltrated by Iraqi intelligence organizations.

    Extractions: A Brief Biography of GENERAL PHILIP HENRY SHERIDAN John and Mary Minah Sheridan, Philip's parents, came to America in 1830 at the urging of John's uncle, Thomas Gainor, living in Albany, New York. John and Mary were second degree cousins from County Cavan, Ireland. Before leaving Ireland the couple had two children, Patrick H. and Rosa. Rosa died aboard ship and was buried at sea. Philip Henry was born March 6, 1831. His birthplace is still a mystery. There are no records available at Albany, New York, Boston, Mass. (where their ship landed), nor at Somerset, Ohio. Phil at various times claimed all three places. He arrived with his parents in Somerset as a babe-in-arms and spent his childhood here. The Sheridan family increased here by the births of Mary, Michael, and John L. Sheridan attended school in Somerset until the age of fourteen, at which time he went to work for various businessmen, notably Fink and Dittoe. In 1848 Congressman Thomas Ritchie, who knew both Phil and his father, obtained an appointment to West Point for Phil. In 1851, his third year at the Point, he was suspended for a year for fighting with a fellow cadet, William Terrill, Va. Brig. Gen., Union. Phil graduated 34th in a class of 52 in July, 1853, and was assigned to the 1st Infantry at Fort Duncan, Texas, as a 2nd Lt. In 1855 he was transferred to the 4th Infantry in the Pacific Northwest. In April, 1856, he was assigned to duty at the Grand Ronde Indian Reservation in Yamhill County, Oregon, and was promoted to 1st Lt.
