UD's program is "unique and one-of-a-kind in terms of its administrative structure within the University, its management, its high level of research, its outreach and its translation of science to its constituents," according to the team's report, which it issued in December following a campus visit. Citing the program's "exceptionally high quality," the final report includes no formal recommendations for improvement. Since the University was named the nation's ninth Sea Grant College in 1976, the program has conducted research on issues ranging from beach erosion to fisheries decline, educated hundreds of graduate students in marine science and extended research-based information to the public through the Marine Advisory Service and Marine Public Education Office. "We were honored to earn such high marks, which testify to the hard work and dedication of our researchers and outreach staff, as well as the staunch support provided by the state of Delaware, our Sea Grant Advisory Council and the many citizens, agencies and industries that work with us," Carolyn Thoroughgood, Sea Grant director and dean of the College of Marine Studies, says. "Sea Grant is indeed a true partnership, aimed at fostering the wise use, conservation and management of marine resources."

Extractions: Alumni Fund raises record amount The book details specific new technologies that must be implemented, practices that must be reformed, and policies that must be enacted for the industry to resurrect its reputation and gain the support of its many detractors. Those impacts include habitat degradation, nutrient discharges from feed and wastes, introduction of diseases and parasites, and the genetic dilution of native wild species from breeding with escapees from aquaculture facilities. In addition, a variety of social inequity issues arise from aquaculture in its present form. For example, one finfish facility uses its wastes to grow hydroponic vegetables and animal forages, and both fish and vegetables are certified. Another uses seaweed and shellfish to filter and absorb wastes from a salmon-rearing operation, resulting in no wastes being discharged to the environment. Many tilapia and salmon farms now produce organic fish. Global consumption of fish is skyrocketing and traditional capture fisheries are unable to meet demand. As a result, aquaculture is the fastest growing sector of the world food economy, growing at 11 percent per year in the 1990s. It is anticipated that by 2030, capture fisheries will provide just two-thirds of the 150-160 million metric tons of aquatic foods that humans consume, leaving the difference to be made up by aquaculture.

Extractions: February 25, 2003 DURHAM, N.H. Many tools are used in fisheries management in the effort to rebuild certain fish stocks. Marine protected areas (MPAs), areas of the marine environment set aside to protect part or all of the natural and cultural resources within its boundaries, are being promoted in New England as one such tool. However, many stakeholders are confused about the different types of MPAs and their impacts on fish stocks and the marine environment. MPAs and their role in fisheries management will be the focus of a workshop Friday, March 7, at the Urban Forestry Center, 45 Elwyn Road, Portsmouth. The workshop runs from 1 to 5:15 p.m., with registration beginning at 12:30 p.m. "MPAs are a topic that all marine users should want to know more about," says Rollie Barnaby, University of New Hampshrie Cooperative Extension/NH Sea Grant extension educator. "Our primary objective is to provide to the most current scientific information on the subject and to review and assess the experiences of the various stakeholders." The workshop will give individuals and agencies with a stake in fisheries and fishery management a chance to discuss the issues involved. Representatives from the National Marine Fisheries Service and the New England Fisheries Management Council will discuss the theoretical impacts of MPAs on fisheries and present an overview of existing protected areas in New England.

"We are interested in determining what types of maninduced or natural changes may have an effect on fishery nursery grounds," Stickney said. "A variety of projects are included, from studying the utilization of nursery habitats to modeling the movement of fish larvae into or out of a specific area to determining those humaninduced impacts on the environment that may affect recruitment." Fisheries research includes recruitment studies for finfish and brown shrimp, as well as continuing work on population dynamics and reproductive and migratory biology of Kemp's ridley sea turtles. The Texas Sea Grant Program, with administrative offices in Bryan, Tex., supports research and advisory efforts throughout the coastal region. This year, the Illinois-Indiana and Michigan Sea Grant workshop will be held on March 2 at the Indiana Dunes National Lakeshore Headquarters in Porter, Indiana. "Before the 2002 fishing and boating season, anglers, charter boat captains and other interested citizens can hear an update on the status and harvest of fish in the Southern Lake Michigan region," said Patrice Charlebois, Illinois-Indiana Sea Grant biological resources specialist. The workshop will include experts from Michigan and Indiana Departments of Natural Resources, Illinois-Indiana and Michigan Sea Grant, the Illinois Natural History Survey, Ball State University and the Great Lakes Environmental Research Lab. Scheduled topics include Lake Michigan angling, charter boat and research reports from Illinois, Indiana and Michigan waters, as well as some discussion of factors affecting success; recent distribution of Diporeia, an important food source for many native fish; an update on the Chicago waterways dispersal barrier; and concerns related to Lake Michigan water levels.

Speakers from industry, government, and the scientific community discussed the problems facing U.S. fisheries and possible solutions to those problems. Although no single change in the management of the nation's fisheries will solve all their ills, controlling access is one mechanism that is receiving serious consideration. For example, Individual Transferable Quotas (ITQs), are beginning to be used as a method of allocating a share of the allowable harvest to individuals. In turn, these shares can be transferred or traded. The primary feature of ITQs is the assignment of exclusive property rights for the harvest of a common-property resource. While ITQs are not viewed as a total panacea (they are complex to implement, for example), they will help provide a rational approach to managing fisheries through economic incentives that lead to resource conservation. Sea Grant programs nationwide have conducted long-term, socioeconomic research on fisheries management, including consideration of market-like mechanisms for allocating access to fish stocks. California Sea Grant conducted some of the earliest work studying how the implementation of ITQs in other countries could serve as a model for the U.S. Sea Grant researchers in Delaware and New Jersey played a key role in designing an ITQ system for the Atlantic surf clam and ocean quahog fishery, the first application of ITQs in the U.S. Since the ITQ management system was implemented in 1991, these fisheries have stabilized. Delaware Sea Grant is now continuing research to understand how existing firms adapted and how income was redistributed.

They are working to determine how Delaware Bay circulation processes affect the bay's blue crab population. Whether it's been a fine flounder dinner or a plate of mouthwatering oysters on the half-shell, the sea's bounty has delighted us for ages. Today, however, many commercial fish stocks are in dire need of rebuilding. The goal of this Delaware Sea Grant research priority is to achieve sustainable fisheries. Despite the scientific, economic (fisheries and pharmacological industries), and ecological significance of the horseshoe crab, its numbers are in decline as a result of overexploitation and habitat loss. A particularly damaging aspect of the human exploitation is the selective targeting of female horseshoe crabs for use as bait in the eel and whelk fisheries. In previous Sea Grant research, Dr. Targett worked to isolate the chemical stimulant that makes the female horseshoe crab attractive as bait. She is now using that information to develop an economical, artificial eel bait that chemically mimics the horseshoe crab.
