Age Restrictions: Effective January 1, 2000, anyone born after January 1, 1982 must successfully complete a NASBLA approved boating safety course in order to operate a vessel powered by a motor of more than 10 horesepower, including personal watercraft. Successful completion of this online course satisfies Ohio's mandatory education requirements. No person under 16 years of age shall operate a personal watercraft (PWC) . Individuals between 12 - 15 years of age may operate a PWC if a supervising person 18 years of age or older is also on board. Other than a personal watercraft, no person under 12 years of age shall operate a vessel unless under the direct supervision of a person 18 years or older. If the vessel is a powercraft powered by more than 10 horsepower, the supervising person shall be aboard the powercraft.

(A) "Certified teacher" means a person who holds a valid Ohio teaching certificate, excluding the certificate issued under section 3301.071 of the Revised Code. Extractions: December 3, 2002 * FEDERAL POLICY: Just in time for the New Year, the U.S. Department of Education issued final regulations concerning the implementation of No Child Left Behind , and because the Administration stuck to the intent of the law i.e. TO LEAVE NO CHILD BEHIND many school district administrators are reeling. Because they accept federal funds under Title 1, school leaders must offer parents options when their school has been deemed failing after two years. While this has been so since the early part of this year, school district officials have been able to get away with offering only a handful of options to parents in need. The honeymoon is over, the regs basically declared: from now on, capacity is no longer an excuse. The new federal law requires school leaders in states and communities to provide options, which means they'll no doubt have to get creative in order to ensure that no child indeed gets left behind. Riley today authorized Ohio to waive federal education regulations and statutory requirements for the state and its school districts under a new " Ed-Flex " state/federal partnership. The "Ed-Flex" designation permits waiver decisions to be made by the state not the federal government giving Ohio the power to waive rules that can limit local and state efforts to improve teaching and learning. While Ohio is the fourth Ed-Flex state selected, it is the first authorized to waive federal requirements statewide. This means that Ohio can waive federal regulations for individual school districts or for the entire state. "Ohio has pledged to provide flexibility to school districts in exchange for results," said Riley, "and this new "Ed-Flex" designation will help broaden that commitment. By sharing innovations tested by local districts through the waiver process, Ohio hopes to improve teaching and learning, better coordinate programs and open up the doors of opportunity to more learners. Regular reports from school districts on student progress, tied to both state assessments and local evidence of success, such as an improved graduation rate, will help demonstrate how more flexibility for schools and districts can improve student academic achievement."

Extractions: What are the legal requirements for homeschooling? Homeschooling is legally permitted in all fifty states, but laws and regulations vary from state to state. In Ohio, homeschooling is regulated by the Ohio Administrative Code (OAC), Chapter 3301-34. All homeschooling families should be familiar with the full text of this regulation. The OAC is also available in many public libraries and at this link below. OAC 3301-34 Here is a brief synopsis: Proper notification must be given to the superintendent each school year. Parent must meet minimum qualifications. Nine hundred (900) hours of home education must be provided each year including language, reading, spelling, writing, geography, history of the United States and Ohio, national, state and local government, mathematics, science, health, physical education, fine arts including music, first aid, safety and fire prevention. An academic assessment report of the child must be sent to the superintendent annually. This report can be the results of a nationally normed, standardized test or it can be a written narrative indicating that a portfolio of the child's work has been reviewed by a certified teacher.

Extractions: Educational Needs Special education services are available for children over the age of three through age 21 and are administered by the school district in which the child resides. For children with disabilities under the age of three, early intervention services are available. According to the Individuals with Disabilities Education Act (IDEA), children with disabilities will receive a "free appropriate public education" (FAPE) in the "least restrictive environment" (LRE). In other words, children will receive a free educational program that is appropriate to their needs and the program will be administered in an environment that is helpful to the child's education, but not necessarily keeping them out of a regular classroom. IDEA is the federal law that special education services are based upon and is up for reauthorization this year. Families are encouraged to provide input to policy makers about the issues they face in regard to special education services. State Contact: URL: http://www.state.il.us/Gov/press/charter.htm Major Components of the Illinois Charter School Law (Article 27A of the School Code) Illinois's 1996 charter law allows 45 charter schools: 15 in Chicago, 15 in the counties surrounding Chicago, and 15 elsewhere. While this cap on the number of charter schools in Illinois is fairly restrictive for such a large state, it is not unusual. Many states limit the number of charter schools initially. A local school board must approve the charter school, although the board's decision can be appealed to the state board. The state does not provide funding for start-up costs. However, the Illinois State Board of Education received a federal grant of $788,000 per year (for potentially three years) to stimulate and support the establishment of charter schools.
