Teacher Loses Her Job When the rumors about her first started in October 2001, M.R. asked to meet with the School Director. He told her that he was fully satisfied with her professionalism and her work as a teacher. As a result of the hate campaign, M.R. was transferred to another school. This in a country which claims to be a haven for human rights and which has just passed legislation forbidding discrimination in the workplace. Ministry of Education Denigrates the Bible Governmental intolerance of minority faiths has even been introduced into French schools. A text on civic education given to schoolchildren by the Ministry of Education contains contributions from, among others, Alain Vivien, in his former post of president of the anti-religion group, CCMM. Among the most telling images in the book is a cartoon depicting a grinning priest brutally beating a tearful child with a Bible. Another priest standing by is explaining to a parent that the education of children is best applied through application of the Bible. This is an attack on the essence of religion. In 1999, a talented young singer who belongs to a minority movement was selected out of more than 700 candidates to represent France in the internationally renowned Eurovision song contest. When her membership of the movement became known, she experienced a succession of harassing incidents before, during and after the competition. As a result, her producers cancelled 16 TV shows where she planned to perform as well as a contract for two albums over three years, including tours in Canada and Japan.

The presentation will be made at the ANS awards luncheon Nov. 14 in Washington, D.C. The award recognizes outstanding personal dedication and technical achievement by a woman for work she has performed in the fields of nuclear science, nuclear engineering, research and education. McCarthy came to the Idaho National Engineering and Environmental Laboratory in 1991. With a Ph.D. in nuclear engineering, she has worked in the INEEL Fusion Safety Program focusing on examining the behavior of the materials in the plasma facing components of proposed fusion reactors. She also leads a number of important experimental projects that have contributed to an understanding of the consequences of fusion reactor accidents. She became a department director in 1998. She has worked at the Kurchatov Institute in Moscow, the Efremov Institute in Leningrad and the Latvian Academy of Sciences in Riga, and has participated in numerous national and international fusion energy conferences and symposiums and authored or co-authored more than three-dozen journal articles.

This work is one of many joint research projects the United States and Russian centers are carrying out to improve nuclear reactor safety worldwide. Argonne is leading several other U.S. laboratories in the joint U.S.-Russian effort to verify the RELAP5 code for Russian-designed reactors. RELAP5 is a safety analysis code developed and used by the U.S. Nuclear Regulatory Commission VVER and RBMK VVER reactors are cooled by water under high pressure, much like U.S., European, and Asian commercial pressurized-water reactors. RBMK reactors are cooled by boiling water that flows through channels in the graphite matrix that contains the core. Some 80 percent of nuclear power plants world-wide are of Westinghouse and GE design, with Westinghouse the bigger nuclear plant manufacturer of the two. The following training facilities are also featured at our site: The SNUPPS control room simulator is a full-scope, plant-replica simulator that runs the latest advanced (SIMARC) models. This software enables students to evaluate and respond to all FSAR-analyzed accidents and potentially core-damaging, multi-failure events. The Advanced Tooling Readiness Center (ATRC) contains two areas. One area is dedicated to steam generator and reactor coolant pump maintenance technology and training. The other area is dedicated to refueling activities. The main purpose of the ATRC is to provide training on mockups and actual nuclear plant components in a radiation-free environment. TOS's staff consists of training engineers, education specialists, and support personnel. each training engineer has completed an extensive program consisting of formal classroom study and simulator training, and most certified as an instructor at the senior reactor operator (SRO) level. The Westinghouse TOS staff has also received training in the Instructional Systems Design concept of education by objectives and has adopted this method in its approach to effective training.

As was reported in the March issue of Engineering Times , whistleblower David Lappa worked at the laboratory as a nuclear engineer from 1980 to 2000. Lawrence Livermore National Laboratory is operated by the University of California as a contractor for the Department of Energy. Lappa's case started in 1997, when he refused to sign a committee report that he claims did not reveal important evidence. He says the committee's research had uncovered evidence that university employees had intentionally mishandled plutonium. His signature line was removed from the report as if his approval was never sought, Lappa says. Lappa reported his concerns to federal authorities, and in June 1998 the Department of Energy issued a notice of violation for LLNL's improper conduct. DOE also fined the University of California more than $250,000; however, the fine was waived as a result of legislation that prohibits the levying of fines against nonprofit organizations such as the University of California.

Ruth Kempf, both researchers at the U.S. Department of Energy's Brookhaven National Laboratory, were honored by the American Nuclear Society (ANS) at a luncheon yesterday in Long Beach, California, for their contributions to nuclear safety and nonproliferation. Kempf, an internationally recognized nuclear safeguards and arms-control expert, has been selected to receive the 1999 ANS Women's Achievement Award. Cokinos has been involved in ANS standards work for two decades. As chairman of the Reactor Physics Division Standards Committee, he oversees the development and revision of standards for guiding nuclear design and for monitoring the operation of commercial-power and research reactors. He has served as a consultant for the U.S. Nuclear Regulatory Commission and the Department of Energy (DOE), and has worked extensively on the safety of light water reactors. In 1986, he and other DOE scientists helped analyze the Chernobyl nuclear accident in the Soviet Union. For the past four years, he has also aided U.S.-Russian efforts to control and account for nuclear materials to prevent the spread of nuclear weapons.
