Extractions: Burning Biomass Fuels Pollutes Indoor Air For more than a century, severe air pollution incidents in cities such as London have shown that breathing dirty air can be dangerous and, at times, deadly. In 1880, 2,200 Londoners died in one such incident when coal smoke from home heating and industry combined to form a toxic smog of sulfur dioxide gas and airborne combustion particles (240). But concern about the health effects of outdoor air pollution did not effectively coalesce until the late 1940s and early 1950s, when air pollution disasters on two continents raised an alarm. Both the 1948 "killer fog" in the small town of Denora, Pennsylvania, that killed 50, and the particularly virulent London "fog" of 1952, in which some 4,000 died, were associated with widespread use of dirty fuels and were catalysts for government efforts to tackle urban air pollution. Since then, many nations have adopted ambient air quality standards to safeguard the public against the most common and damaging pollutants. These include sulfur dioxide, suspended particulate matter, ground-level ozone, nitrogen dioxide, carbon monoxide, and lead all of which are tied directly or indirectly to the combustion of fossil fuels. Although substantial investments in pollution control in some industrialized countries have lowered the levels of these pollutants in many cities, poor air quality is still a major concern throughout the industrialized world. A recent assessment by the European Environment Agency found that 70 to 80 percent of 105 European cities surveyed exceeded WHO air quality standards for at least one pollutant (241). In the United States, an estimated 80 million people live in areas that do not meet U.S. air quality standards, which are roughly similar to WHO standards (242).

Although there are some applicable standards promulgated by the Occupational Safety and Health Administration (OSHA) , it is now clear that both comfort and human health can be affected by long-term exposure to pollutant levels well below published standards. Air pollutants are generally inhaled and initially impact the respiratory tract. Extractions: Through a program called Tools for Schools, the U.S. EPA awarded IDEM a $30,000 grant to provide Hoosier schools with resources they need to address and improve indoor air quality through a program called Tools for Schools. The program helps schools carry out a plan of action to improve indoor air quality. The materials kit includes: indoor air quality checklists for teachers, health professionals and facility managers; an indoor air quality management plan; problem-solving tools; and sample memos and policies to aid in implementation of new programs. Why focus on indoor air quality in schools? Because poor indoor air quality can cause illness, resulting in absence from school and acute health symptoms that decrease performance while in school. Recent data suggest that poor indoor air quality can reduce a persons ability to perform specific mental tasks requiring concentration, calculation or memory. Indoor air temperature and relative humidity can also affect health and performance directly and influence a childs performance indirectly by influencing the airborne level of molds and bacteria. For schools that make a commitment to implement the Tools for Schools program, IDEM provided incentive mini grants of $200 to each school to allow them to purchase items that will begin to make changes to improve indoor air quality at the school. Resource-efficient or green buildings make both environmental and economic sense. Five billion gallons of water per day are used just to flush toilets. Typical commercial construction generates 2-2.5 pounds of solid waste per square foot of floor space. In addition to the areas listed below, there is continuing research on air leakage, heat and mass flow simulation, tracer gas technology and occupant comfort. Residential Infiltration In recent years, attempts at energy conservation have required a reduction in infiltration rates. However, this process does still occur in most buildings, especially residential buildings, and can have a significant impact on the overall ventilation and energy performance. Past research has produced some simple equations that relate geometrical characteristics of the crack and pressure differences to the infiltration air flow rate. Current work is directed at determining changes in the net energy transport through building envelopes caused by infiltration. Information on infiltration air flow rates and energy transport make it possible to determine the impact of the infiltration process on the overall ventilation and energy performance in residential buildings. Residential Ventilation The largest recent effort in this area has been on residential ventilation which has been an effort to quantify the potentials and characteristics of U.S. homes including energy, ventilation, and economics. That's because many homes are being built and remodeled tighter without considering the factors that assure fresh and healthy indoor air. Our homes today use furnishings, combustion appliances, and hobby and household products that can compromise the quality of the air. You don't have to be a building scientist to deal with the quality of air in homes; however, you should understand a few basics. The Healthy Indoor Air for America's Homes project is a collaborative interagency effort developed to provide basic knowledge and understanding of residential indoor air quality (IAQ) issues by the general public. The goal is to protect public health by reducing risks associated with indoor air contamination. In July 1995, twelve Extension Housing and Environment state extension staff met with Washington, D.C.-based EPA and CSREES staff to design a national indoor air quality extension educational program. The program includes: A national IAQ program training manual (including both subject matter content and process information) for Extension staff A train-the-trainer workshop to train Extension program managers from each state A train-the-trainer program by state program managers to train county Extension educators
