Tom Emmert, a professor of history at Gustavos Adolphus College in Minnesota, joined us April 2, 1999 to discuss the historical significance of the southern Serbian province and the Balkans region. Read the transcript below. Emmert has a doctorate degree in Balkan history from Stanford University, and has written two books on the subject: "Serbian Golgotha: Kosovo, 1389" (Columbia: 1990) and "Kosovo: Legacy of a Medieval Battle" (Minnesota, 1991). Washingtonpost.com: Good morning everyone, and welcome Tom. Can you explain what the word 'Balkans' and 'Balkanization' means, and the role its geography and location has played in the compartmentalization of this region? Tom Emmert: Balkan is a turkish word for mountain and it technically refers to a mountain range which divides Bulgaria east and west. Its modern derivation has emerged in recent years. Balkanization means to divide into smaller states that are hostile to each other. The geography is important it tends to be a ammoniatingmountainous region and the people tend to be isolated from each other which certainly encourages this compartmentalization.

The Scholars' Dialogue is sponsored by the provincial government of Vojvodina, the university and municipality of Novi Sad, and several regional and non-governmental and human rights organizations. "Amid all the bitter debates about the wars of Yugoslav succession, there has been one element of agreement by all sides, namely the pivotal role that history has played in shaping people's minds," says Purdue Professor Charles Ingrao, who is helping organize the Scholars' Dialogue. "This has been particularly true among the Serbs. Divergent interpretations of history have divided nations by sowing mistrust, resentment and hatred among people who had coexisted with one another for long periods of time. In the hands of nationalist politicians, media and historians, the events of the past decade can also easily be molded in ways that will intensify these feelings, further widening the gap among Serbs and their neighbors. "The historians hope to bring together Serb and non-Serb scholars to examine dispassionately the key documentary evidence that informs public perceptions about the underlying causes and tragic course of the Yugoslav conflicts. By employing shared scholarly methodologies, the historians' dialogue could hopefully reach a reasoned consensus on at least some of these contentious issues. Achieving at least some common ground would help replace yet another round of distortion and outright myth-making with mutual understanding that could help heal the wounds and bridge the divisions of the past decade."

Throughout the past two millennia, the Balkans have suffered and flourished under a wide variety of rulers, each introducing a new religion, a new culture, and a new political system. With each transfer of power, remnants of the formerly dominant religious or cultural tradition were left, contributing to the startling diversity that characterizes the Balkan region. Additionally, the varied geography of the Balkans created pockets of isolated peoples who were able to preserve their ancient World War I: Serbian Spark and the Cradle of Yugoslavia World War II: From Monarchy to Fascism to Communism Communist Yugoslavia: Stability Under Pressure Serbian nationalism grew sharply as the Cold War ended. By the 1980s, the large ethnic Albanian population in Kosovo had become an issue for the Serbs, and in 1989, the Serbian government revoked its autonomy, along with that of Vojvodina. Earlier the year before, the leader of the Serbian Communists, fiery nationalist Slobodan Milosevic, seized power by replacing the Yugoslav Politburo members with his own supporters. Milosevic’s rhetoric, along with nationalist movements in other Yugoslav republics, precipitated serial declarations of independence by the republics and the bloody civil wars that were to follow.

    Extractions: Twenty-Five Lectures on Modern Balkan History Lecture 1: Geography and ethnic geography of the Balkans to 1500 Preface Complete list of lectures Next lecture One can't understand the Balkans without understanding its ethnic groups, and one can't understand the ethnic groups and their history without knowing the influence of the region's geography. Even the extent of the "Balkan" region is a matter of controversy. Many scholars, especially those writing in the Cold War era, have included only the Communist states, and linked them with Czechoslovakia, Poland and East Germany, omitting Greece and ignoring Turkey and the Ottoman era. Other historians exclude Hungary, Croatia, and other Habsburg lands, because of their "central" European character, supposedly contrary to Balkan themes. But the presence of contradictory themes is itself characteristically Balkan. For the purposes of this course of lectures, the Balkan area includes Greece, Bulgaria, Yugoslavia, Romania, Albania, and Hungary. Most of this area was once under Ottoman Turkish rule; the rest under the Austro-Hungarian Empire. The lectures will not deal with all of the Ottoman Empire, which extended into Asia and Africa, or other Habsburg lands such as Czechoslovakia and Poland. Balkan geography revolves around three features: the area's situation as a peninsula, its mountains, and its rivers.

The spark for the 1992-95 war in Bosnia was, in effect, lighted hundreds if not thousands of years ago. For the past three years, thousands of U.S. troops have been trying to keep the embers of ethnic and nationalistic hatred from re-igniting in Bosnia. Now, nearby Kosovo, a province of the Yugoslavian republic of Serbia, is in flames. American combat pilots are ready to help tamp them out with punitive air strikes against Yugoslav Serb targets. If that leads to a solid cease-fire, another 4,000 U.S. soldiers could be dispatched to form part of NATO's second Balkan peacekeeping operation. In Kosovo, as in Bosnia, the roots of the current bloody feud between ethnic Albanian Kosovars and Yugoslav Serb troops stretch back centuries and entwine themselves in all corners of the troubled region today. The past also shows that explosions in the Balkans can quickly trigger instability, and even war, in the rest of Europe. What follows is a basic chronology of Kosovo, and Balkan, history that serves as a prologue to the developments of today.
